Shield boosters only use cap. that will recharge over time. So no - they are not used up.
Cap Boosters on the other hand is.

What about the weird no-entry sign by weapons in the fitting area of a station??? What does it mean???

Not sure if I understand you correctly but if you mean that you cannot put a weapon in a slot for some reason, the make sure what you are installing can fit where you want to put it.
A ship may have 4 high energy slots but only able to carry two turrets. In this case you cannot put in three turrets of any kind in this ship.. two is the max.
I have a Vexor cruiser. It has 5 high energy slots, allows for 4 turrets an no missle bays. The fifth slot can be used for any other kind of high energy device that is available... Sensor arrays, smart bombs...etc etc.
Double check what you are putting where...that may be the answer to what you asked.
If I guessed wrong on the question...dissregard.

The "no entry" sign usually indicates a weapon that doesn't need ammonution - such as the rookie weapons you get with your free ship.
The circle it is displayed in is where you drop the ammo for the weapon in the "fitting screen"

The "no entry" sign appears when the weapon has no ammo loaded, you can then drag and drop ammo onto it.

And Finally, once one has bought a new cargo container how does one use it???
