Skill at interacting with hostile Agents. 0.4 Bonus per level to effective standing towards hostile Agents.
3 years ago, i spent some time in curse, so i decided to train this skill (to LVL4)to have a chance to work with pirate agents.
But the description is totally wrong!
It does NOT increase the standing vs the pirate AGENTS, but with the Pirate Corps!!!
Once i came back in empire, doing missions, a mate of mine told me that the quality of the spawn depends by many factors: security status of The sys, quality of the agents, PERSONAL STANDING VS PIRATE CORPS!!!
In few words, the more your standing is negative with pirate corps, the more they send u their best ships.
Now i have a horrible standing with Gurista (for example) but this damn skill raise my standing considerably, and i will never have the chance to have them at -10.
If i could only have the chance to destroy the diplomacy book, i'll do it, but u cannot!
Please tell me that standings vs hostile corps does not modify the ships you encounter in mission, or i'll be doomed forever!!!

np, standings vs hostile corps does not modify the ships you encounter in mission ! I've heard this before, but never seen any proof of it. It only depends on the (real) sec status of the system you are in (and the region you are in), but your own status has no influence on this.

No, sec status of system has no bearing on missions, neither does region. (well region does, I suppose in that if you're in a gallente region you'll get gallente missions, i guess).
A lvl 4 mission in Motsu (0.8) is the same as a Lvl 4 mission in Torrinos (0.5).

SS of system only affects rewards for mission. Mission NPCs are always the same.
SS of system affects spawns of belt rats.
Personal standings to agent, corp or faction doesnt affect anything except your access to agents, it doesnt affect belt spawns or mission spawns.
Relax, OP. Your Diplomacy skill broadened your range of accessible agents, thats it.

And skill is for hostile (ie. Caldari and Amarr if you do missions for Gallente or Minmatars), not pirates. For pirates is Criminal Connections.

Tnx all for the answers. U made a kill mission runner happy. 
I was really scared that personal standing has something to do with npc encounters, but now i can sleep without bad dreams.
At least a question remains: the description is wrong anyway, cause it does not affect only standing vs agents, but with their corp, is that right?

Actually, it seems to affect Pirates too.
I know the Serpentis like me, despite having scored several kills on their finest, and my Criminal Connections skill is at 1, but the standings bonus I'm getting there corresponds with my Diplomacy at III. -------------------- ICE Blueprint Sales FIRST!! -Yipsilanti Pfft. Criminal connections is like Connections, works on positive base values, afaik. Just that it works with pirate factions instead, like connections work with empire factions. Criminal conn does not work in conjunction with diplomacy, since diplomacy only works with negative base values, and diplomacy works for all npcs.
