Traditional piracy is still there when you look in the right places.
As the size of Eve's community has grown, we've seen more of an influx of people into PvP, a fair few of them choosing to pirate in lowsec.
The main issue is that in most of the prime lowsec regions now, the pirates outnumber those who are in the area looking to make a living more legitimately. This is purely due to the lack of incentive to live and work in lowsec. All it's really seen as is that bit of space between the place to run missions, and the place to do "real" PvP as they like to call it.
The issue isn't the playerbase, the issue is the lack of benefits from living and operating in lowsec. There aren't enough incentives, which drives people back to empire our out to 0.0.
The main problem that results from this is that some regions remain target rich, while others empty out fast. Those regions that are ripe for the picking fill with the outlaws.
In turn, the outlaws have to start travelling in packs to defend themselelves from eachother's corporations while they hunt. Hunter hunts hunter, effectively. That's what the majority of issues stem from.
Of course then there's the undock/highsec baiting that most of the nubcorp gangs run. Typically, bored alliance members with alts in NPC or specfically made corps who sit one guy on a station/gate or in a belt and wait, then log in/jump in trap anyone who comes a-pirating.
I know I for one will still be here for a long time, doing what I do. The situatation is actually advantageous at present to be honest, it weeds out the people who are simply looking for constant easy kills, who tend to either turn to gatecamping and run for the station when something with guns arrives, or go back to highsec.
As for the OP's concerns, I think your post says it all :

Most people who run pirate corps won't knowingly entertain alts. The easiest thing to do is take the plunge and go all in, or step back and find something else that interests you.
To be honest, if you do take the plunge, and end up with a good group, you'll never look back.
I went all in, and Veto itself hit 100 members a couple of days back, pretty much every one of which is active.

yeah, have been chased by veto corp near rancer with my trader transport ship alt...
even if they haven't caught me,they are good, most of them are people i like.
sad for me, very active =p

Verone makes some good points. I'd like to add a little more detail-
IMO piracy is all about making ISK through killing other players. Everyone talks about PVP and good fights and all that, but if you're a pirate, and the goal is to maximize your ISK earning through killing, then you're not looking for fair fights. You're looking for the fattest targets and trying to kill them in the safest (for you, lol) possible fashion.
The massive drop in cost of T2 items has reduced the ISK density of loot, in addition to the huge drop in mineral prices. This means that you have to kill a much higher number of targets in order to gain the same amount of ISK that you were able to do previously. Unless you can get a target to eject, you can't access the ISK value in the ship and rigs, unless you ransom your target, and that's only available when the target agrees to pay a ransom and when you have the time and safety to do it.
Warp to zero has increased the safety of targets by a tremendous amount. Pirates have to resort to very specialized ships and setups in order to adapt to this problem. Due to WTZ, solo and small (2-3 man) gang piracy has been all but eliminated because you simply can't catch frigs and shuttles with high value cargo in them.
As Verone mentioned, there is very little reason for non-pirates to live in low sec. The only reason mission runners venture into low sec is to run their missions and get the hell out as fast as possible. I'd say that 99% of the kills I get outside of gate camps are mission kills. Anything in a belt is a trap, or the pilot is so new as to not be worth killing (from an ISK standpoint), although there are a few notable exceptions (getting a Rattlesnake pilot to eject anyone?).
CCP has continued to change the game to make it increasingly difficult to be a pirate. Mission runners are more difficult to probe out, targets have WTZ, tanks are twice as good, while peak DPS has been reduced by 20-30% which enforces larger and larger gangs to be effective. ECM is an absolute must. The list goes on.
Pirates represent the smallest portion of the player base in all of Eve. Pirates truly are the elite of Eve. No one else fights with so many disadvantages stacked against them on a consistent basis (no drones, lack of use of frigs/cruisers inside 150km of gates, etc. etc.).
As the number of targets dwindles, so will the number of players who prey on them, if for no other reason than boredom. But that suits me just fine. The fewer pirates there are, the more targets there are for me.
The chance to do solo piracy has all but disappeared, particularly belt piracy, but every once in a while you get the opportunity. Cherish it when you find it, one day soon it'll all but disappear.

do you evil guys follow the pirate code? Got ganked whilst on an expedition in pirate heaven and tried to invoke the right of parlay but didn't get very far.
For us non-piratey toons, low-sec does suck and I can imagine your frustration especially with warp to zero almost nullifying the gate camp. I don't know how you do it. We were camped in a station for half an hour whilst someone shipped in a load of stabs, at which point we left the system pretty much unhindered. Sounds really boring to me. Perhaps there are too many pirates to make it a decent occupation these days.

Corp I'm in left 0.0 and reformed as pirates in low sec awhile back. It took a few months to get the hang of things but since then it has got better and better. We have since tried life in Stain but didn't like all the carebearing that seemed necessary. We get plenty of kills and a decent amount of good fights. The loot is often good and occassionally awesome.
We didn't use to ransom much but now ransom pods. The smack we receive as a consequence of this is humor and sometimes they even pay. I'm still too much of a killmail ***** to ransom ships but even that might change.
Best pvp trick our corp has come across for low sec life is to take just enough for the job - good scouting is crucial for this. Ganking a BC on the gate in cruisers is a rush. Killing a nub destroyer in the belts using a Velator is . For a mission running BS attacking with a Vaga and a gank Brutix is a blast. A gank becomes a fight - though seldom a fair one. This is not a pirate thing to do but it is fun and my Rifter/Rupture/Stabber are getting good service once again.
Mission busting setups are really fun and dropping the MWD for an AB makes fitting them dreamy.
I've still got lots to learn about piracy and the learning is a blast.

Belt pircay is far from dead. You have to pull your finger out of your a** and go looking for it. You need to be covering a lot of area to find numerous/decent targets.
Like Verone said avoiding the other pirates is probably your main concern, and possibly the anti pies who like to venture into low sec every now and again.
I find that interceptors/recons are best for this unless you have a scout and then bigger ships look a lot more appealing.
