It seems that a level V cruiser unlocks more than almost any other skill in the game. Is that true?

Pretty Much. If you are just talking about number of ships unlocked, but they all require secondary skills and also cruiser skills are race based, but yeah.
I also think the BC skill is nice in the sense its not racial and you only need to train cruiser IV for each race to unlock their BCs at your BC level.
Both Cruiser and BC unlock 8 ships i guess, I would do the Cruiser at IV and BC at IV/ first, then go to V at each cruiser, skilling the t2 ship skills like HAC, Recon as needed.

My skill training basically went:
1. Random crap to get started in pvp + mining 2
2. Learning skills to 5, advanced to 4 (trained learning to 4, it is still 4)
3. Patch brings about the learning skills only needing basic 4 to get to advanced learnings
4. Ditch perception learning to 5, train advanced perception to 4
5. Random flip-flopping of skills for a few months
6. Saw Hurricane, must have it, trained T2 projectiles/tanking skills
7. Random flip-flopping of skills
8. See Vaga only 25 days away and say ah what the hey!
9. Train Minmatar Cruiser 5, HACs 4.
10. Train for Huginn/Rapier
11. Amarr Cruiser 5
12. HAMs 5
13. Medium Energy Turret 5
Upcoming Skills
14. BC 5, Leadership 5 & Warfare Spec 4
15. CS 4 for Absolution / Sleipnir
So yes Cruiser 5 unlocks the most IIRC; in the course of 4 months I will have a total of 10 T2 ships available to me. (November 18 - March 15)
Not to mention logistics cruiser which would only be two skills away!

Actually you need Racial Cruiser 3 to fly a BC, Cruiser 4 is for Battleships.
