This subject came up in discussion with friends about the current state of the EVE player-run market, banking and public corporation nightmare, so I thought I'd bring it up here and hopefully get some Developer and player feedback on the issue.
Since an in-game banking system with any sort of interest rate would sort of be counterproductive to reducing inflation, there have been a few player-run banks set up. Additionally, lacking a viable method for running an in-game stock market, players have again gone through the steps to make their own. I don't blame the developers for any lack of attention to this; working out the kinks in how to do something like this would be a hassle and probably wouldn't work out anyway.
I want to propose two new options when creating a corporation: the option to form a Public Corporation, and the option to form an Alliance Holding Corporation.
First, the Alliance Holding Corp: What this would be, essentially, is a corporation without a CEO (or with a CEO who has no more privileges than the Directors) that has its shares equally distributed among the board automatically. The Directors of the Holding corp could also be Directors or CEOs within their own respective corporations within the Alliance. If any changes are to take place concerning corporate membership or use of alliance funds, these matters are taken up in votes by the Board. Any corporation withdrawing from the alliance would first need to revoke its roles in the Holding Corporation.
Now, Public Corp: This setup would be much like the current corp setup, but with some changes. If the composition of the corporate leadership were to be changed, shareholders would have to vote to put the changes into effect. Assets held by the corporation would be held by the Board and CEO, and any actions taken with those assets would need to be voted on and approved, much like things are now, but this would include access to the corp wallet. No one, not even the CEO, could simply take something from the corp. The corp wallet would ideally include running total calculations, and shareholders (even if they didn't belong to the corp) could access the total calculations but not individual items, keeping the actual operations mostly closed to lazy spies. The calculations list would be a separate tab in itself and would ideally include a NAV of some kind. I'm certain that Dr. EyjoG or some of CCP's own accountants, not to mention players, could give input on what kind of information could be provided by the running totals.

Hint:
1) This is a game, we don't complicate things / hamper the decision making process unless we really have to. It's bad for the marketing you know.
2) CEO stands for Chief EXECUTIVE officer.
1) This isn't something people would be forced to do. They could always, always simply go for the default corporate option. There are, however, a vast amount of advanced options in this game for people who wish to take specialized roles. This is simply another specialization.
2) No CEO is given free reign to do absolutely anything they want to.
