No, you can't. It's against the game rules unless you trade for Game Time Cards (GTCs).
If you see people advertising ISK selling websites, just petition 'em. There's a special section in the petition menu just for that.

It is a pity - I could receive for forums gold that that in other games. In Diablo 2 for example. I would like to hear the answer to this question from GM

You don't need a GM answer, read the EULA. I would be willing to bet that other games have a similar EULA but most don't enforce it. ------------------------------------

The GMs are busy people - you're unlikely to get an answer from them. The answers are all in the EULA (the one you agreed to when you signed up).

Simple answer: Yes. Accurate answer: But don't get caught at it. 'Tis forbidden and the GMs WILL do nasty things to you, your wallet, and even your account. Also, your fellow EVE-player may go out of their way to pod-kill you repeatedly for being part of the illegal-ISK business. _______________________________

This is a science fiction game. There are plenty of good MMORPG's out there where you can play a troll already.

It is forbidden to trade out of game currency or services for in game isk. This is not permitted under any circumstances.

The GM said "No." This means "An answer in the negative". As in, it doesn't matter whether it's real life money, or game currency in another game.
