is this a feasible ship? should i use EW drones or would i not deal enough damage?
im thinking blasters, nos, mwd
should i tank it or powercore boost for bigger guns or tons of cpr to run mwd for a while?

Either have a full dual rep tank in the lows mwd point cap booster web a (optional spot) with 3 small s=guns and 2 small nos in highs....t2 heavies for the dps OR
Nano it out with mwd point nanos overdrives med nos(or neut) and 3 small guns
I wont tell you exact fittings cause finding a good ishtar fit is hard and you should figure it for yourself 
EDIT: T2 heavies are a must for flying an ishtar or the dps wont be that great. T1 heavies are only acceptable if your fighting at a gate/station with a gcc and dont wanna risk losing the T2's.

As others have said it is good and often used for pirating. Just nano it out like everyone else does, fly by at a zillion m/s and drop your drones on the victim.

and by nano you mean the ones that increase speed and agility? i dont think i can run mwd for long with cpr tho...i might be wrong.

The thing about Ishtars is (and thats why ppl whine ^_^) that they use BS sized weapons.
So it shouldnt really be a problem of cap - just check the ships part of the forum for decent setups.
As with everything else you should watch out for pirates though, fight against someone who knows what he does and the best ending will be that you will have to warp off because of dead drones.

And are balanced because of the SEVEREly gimped cpu and grid

What about heavy drones, exactly, is "BS sized?" The cruiser-size signature resolution, the cruiser-analogous tracking and speed, the cruiser-class damage output, or what?

E50 nos
Small diminishing nos
3x Light Electron Blaster II (Void S)
10mn MWD II
Warp Disruptor II
Fleeting Propulsion web
Balmer TD (tracking speed script)
Medium Electrochemical cap booster
2x Medium Armor Rep II
Damage Control II
EANM II
Dark Blood Armor Explosive Hardener
Drones: whatever you prefer
Rigs: Aux Nano Pump, Nanobot Accelerator
The faction hardener is for CPU reasons, if you don't wnat to spend money on that then you have to downgrade to passive or get rid of the T2 warp disruptor.

personally think they're awful 1v1 piratey ships, most carebears/ratters are in missile boats due to the NPCer's bias towards caldari, those missile boats (mainly drakes) will just slaughter your drones and leave you out of pocket and looking silly. you want to make money with piracy not spnd it on new sets of drones every day.
nano'd it's not so easy to scoop/redeploy, and with the shield drone bay crecharge changes it's not effecive anyway, so imo your success with th ishtar lies entirely in the hands of the victim and whether they've got a brain or not... something you can't know for sure until you engage. so not cost effective, and you can't control the playing field... meh.

I disagree. Rumors does indeed have it that Verone has a setup of solo pwn. And i believe it has something to do with some nano's and at least 1 smartbomb.

And notice that it infact sucks against everyone who knows how to target and F1-F8 your drones.
I learned it too, Ishtar is a crappy nanoboat, ESPECIALLY for solo.

Been wanting to experiment with a dual combo where one guy flies an interceptor or webbing ship and tackles the victim, while the other guy flies an ishtar with drone control range augmentors and releases t2 sentry drones from a distance. Use the assist commands to give pseudo-control to the tackler and let the drones blast the victim.
Still training for the Ishtar though so don't know if it works well.
As only drone control range is the determining factor if you can assign the drones to your tackler, locking range/time doesn't count so you could even fit warp core stabs for safety *runs and hides*
