That's why I rerolled, having in mind to train them ASAP. With this little guide, you should be able to get those learning skills in no time.
Secondly, I haven't ever written a guide yet, so it could very well be that this one sucks very hard, if so, just tell me, please.
Third, if there's any mistakes, or if you know a faster way, inform me, please.
Now, this guide is probably more aimed at people that have a spare 75 million, as that's what I had to spend on this.
First thing you'll want to do is create a Caldari Achura Inventor, get Memory +3 and Int +2. You'll also want Industry -> Engineering. This way you can train Cybernetics right off the bat and get +3 implants, which will also scr ape away some time of training.
Note: you will have the most ugly male character possible, so I suggest you to roll a female (lol).
Anyway, that'll give you:
Attributes:
Charisma: 3 Intelligence: 18 Memory: 11 Perception: 7 Willpower: 6
Learning Skills:
Analytical Mind IV Instant Recall II Learning I
Now go get those skill books and +3 implants. While you're getting that, be sure to train Cybernetics I. Once that's done, get Learning II.
Now, once that's done, all other Learning skills come to attention, I trained them in this order and it seemed to me to be the quickest one.
All skills that need to be learned and are learned so far:
Cybernetics I (for those +3 implants). Learning II Logic II Instant Recall III Logic III Instant Recall IV Eidetic Memory I, II, III Learning III, IV Spatial Awareness I, II, III, IV Iron Will I, II, III, IV Empathy I, II, III, IV Presence I Focus I, II Clarity I, II, III Presence II, III Focus III
All this time together would be 8-10 days. I think that's very neat, and seeing as how this'll all scr ape off bits and pieces of time of other skills you're going to learn later on, this will pay off.
I hoped this will help people that want to get those learning skills.
Any criticism about how to make this rather small guide any better would be appreciated.

Small edit: I noticed that the forums don't like the word scr ape too much. Edit 2: Forgot about Spatial Awareness I, II, and III.

I'm still wondering on the skill Learning itself and whether that'll make a huge difference, I'd like some input on that.

Are you aware of Tripoli's excellent guide on this subject?
Anyway, on to some comments on your guide, as you requested 
- Why do you have guide written for just one character path? It even seems as if you have chosen the character attributes/start skills to be able to train the learning skills asap. That's nice, but not quite effective long-term. Learning skills reduce the time needed to reach your goal (skill-wise), they should not be a goal by themselves. What use is being able to train learning skills really fast if you're struggling with say spaceship command skills later on? Choosing the right attributes for your goal will save you time just like learning skills will.
- Learning III should be trained right after Instant Recall III (same for IV).
- When do you get Logic I?
- Your Clarity, Focus and Presence needs looking at (compare them with Tripoli's guide)

Thanks about noticing Logic I, I need to put that in as well. What I most like about starting a character like this is that I can go any way I want with it, after I've learned all the Learning skills. Since I'm a person that likes to have choices, this fits me quite well. I realise I'll have to learn a lot of skills to become good at anything (those skills you'd normally get by getting the right profession) but I don't really mind that.
I agree, Tripoli's guide is alot better, mine is nothing compared to his, but, oh well.
Oh, this is Ythillia, by the way. I keep having trouble with the possibility of changing to your characters name on the forums.
Edit: According to EVEmon, getting Learning like I do it would be faster.

As I said, the advanced ones needs looking at; I didn't say it's wrong  There's a post in Tripoli's thread which suggests the same thing as you do. Doing some calculations and/or logical reasoning (instead of just relying on what EVEmon - or Tripoli - says) would probably help determining what's the most efficient order, and how much less efficient the other way is (it might come down to a few minutes).

There's no reason to roll any other race, at least until CCP makes charisma an actually important attribute.

Khanid is almost as optimal as Achura, and doesn't start you out in the Caldari cesspool. Win.

I'm tired of seeing achrua as well. They should just set all races to the same base for all 5 stats (at say like 6) and then just give more points to put where you want them (and of course the points from the different fields.

That would absolutely be better, I really don't like the achura that much, but it's the stats that makes me want to take an achura
