It's a non-public skill. You cannot get it outside of GM intervention. It has no actual use at present even if you did get it trained. (Placeholder in the database)

Thats not entirely true, This skill was 1 of 4 skills that were previously seeded but later removed from the game.
There are plenty of players who have the skill trained in their character sheets and more than likely a few players who still have the skillbook stashed away waiting for the right time to sell.
I recently aquired "Mobile Refinery Operation" from a contract.

iirc I approached chribba to buy this skill recently (along with the other mobile refinery op) - at that time there was one remaining contract in game for 300 or 400m - which I bought. Never seen it available there since.. so unless its reseeded or removed.. its a sellers market :)
skill addiction has ruined my finances :)
