Someone selling a 500 million piece of ammunition in Jita is not a isk selling, it is a scammer that don't know how the market work. (he will not get the isk, the lowest seller will get them)
Noob selling on contract? Surprise, we all have alts, and most of us use them for sellin on contract for a lot of different reasons.
And again, you want to pay 1 guy whose only job is to scan contract for the suspicious ones? How many hours do you spend looking them for your pleasure and how often you spot a suspicous contract?
Report them and hope that some GM can follow the trail.
If, for example, the item are left in a can at a safespot shared by a macroratter and a noob seller in another account, simply banning the contract owner will hurt very little the isk seller. You need to get all the linked accounts or the damage will be small.
Banning 50 accounts in one go stop the activity for a period, banning one every day will simply mean that they need to start a new account every day.

We gave up mining. Not that it's unprofitable, but we simply can't mine in the volumes we need to keep all available production lines running 24/7. We took to buying bulk from the market, but at the prices we wish to pay we have to spread out our buy orders and do pain-in-the-ass collection runs.
This still does not gaurentee that we have enough mins in stock to keep the lines running - often times we needed to bulk-buy rares in Jita, at Jita prices.
Our solution to this has been to invest some of our capital into a subsidiary mineral trading corp. The articles of incorporation for this firm is to trade minerals, buying and selling throughout the region. These "for sale" minerals are then automatically made available to the parent corp in any quantities at a wholesale price.
This is rather more efficient than simply mining or buying from the market, and allows for minerals in "stock" to be permanantly on sale (at a mark-up). So we not only have a more reliably supply and price for out manufacuring needs, but we also see a return on investment from the trading of excess stock.
Our real competitive advantage though stems from our propriatory market analysis software that we use when setting the prices we are prepared to pay for our minerals, and our Stalinist corporate philsophy of "Not One Idle Production Line".

Here's a better idea. Delete the drone regions.
I was bringing in 500,000+ nocxium every so often when I was living out there. That went straight to empire where I would put it up for sale along with all the other minerals I had.
Face it, there are too many minerals in EVE and too few products to be produced. ---
Put in space whales!

Won't work. Hell, even the simplest macro thing can just click spam the box. And anyway, a good bunch of farmers are a bunch of fellows in a room with obsolete computers getting paid peanuts for the hour. See, they are human bots. What are you going to do with them? But how could they be found? Or how could it be stopped, or punished effectively? hmm... tough one.
Blizzard recently got an injunction placed on a gold-farming corporation in a settlement. With that sort of precedent, it's possible that other companies could start acting legally, but then again, you have international law differences and the wonderful legal ambiguity of the intarwebz.

Why don't you just buy their super cheap minerals to produce? I thought thats what everyone did. My corp is small and we use about 5b units of tritanium a month. I'm thankful for them.

I think this kills the new player experience because if they decide to be a miner, there is no ore for them to mine because farmers strip belts daily and they cannot compete with farmer groups that wipe out belts in 30 minutes.
