Is baiting and killing new players good for the game?
Answer is no for many reasons but here are a few:
As a new player they are more often than not still learning about what does what on their HUD and for a lot of new players this can be a very stressful time. Coming along and killing them doesn't make learning how to do things easier or less stressful, it makes it all the more stressful and some times it is the straw that breaks the horses back. (eg, they give up trying to play as they now think that this is what is going to keep happening to them all the time)
CCP have made this petitionable for a reason and it isn't because it is good for new players, so instead of trying to make yourself feel better by picking on people that have no hope in hell of beating you go find the nearest lowsec system and hang around the stations in there for a while, I am sure you will find a few people that will be only too happy to take you on...

I used to do this kind of stuff when I was a younger player becuase I would get my arse kicked by real pilots....But this is an act that I have come to despise and although I dont believe it should or is a bannable offense,vigilantism is a very good way to solve it. Undock from the newbie station in an interceptor fitted for pvp. Take the can and let them shoot you. Then kill them.
I say use an interceptor because it looks like a newbie frigate.

It annoyed me as this was the time when noob baiting was in its hieght with the rookie complexes, where people would wait after killing all teh NPCs, with lots of cans around with the rookie keycard in it. This annoye dme no hell, but now IM old enough to fight back for the newbie...I do and well will ask you all to do the same if th eopertunity arises...
I remember once being told by a GM to move from the complex becuse he thought I was baiting. A 3 year old player in a velator takes loot from my 2 week old GF (now split up but she still plays) wreck. She attacked him and got destroyed becuase he came back in a bigger ship. I went in with my domi (at the time), as he was flagged to corp, and poped him in his brutix. he returned in a velator 3 times...I poped them all. He must have petitioned me becuase with in 5-10 mins a GM apeared in a polaris telling me to leave teh complex area. Ever since then I have loathed them doubly as much...
edit: Loathed Baiters that is...GMs are nice people and protect this game from bad things... --------------------

As a newbie (started last month) the thing i found more lame about the game is the blatant macro mining and gold selling. You cant use rookie chat because of the non-stop scrolling ad spam, and meanwhile you see the same names in hulks 24/7 in the starter systems.
People ask if they're macroing in local, petition them and so on, and they're still there day after day, never talking, never leaving the system, just hoovering up the veldspar like fat kids on cupcakes.
If ccp want to present a more appealing game to new players then blocking hulks from entering the starter systems and policing rookie chat would be a good start. It's trivial now, but as a brand new player my first impression of eve was that its made up of 90% macroers. It doesnt exactly inspire you to "stick around and get in on the fun".
The reason I mention all this, is that as a new player can baiters are the first sign you see that there are actually some humans playing.. so in this respect they're kind of providing a service.
Now, if one of you veterans could post a guide telling can baiters how to work together to kill macroing hulks in highsec.. that would solve both problems

The problem is for the most part out of a 1000 players that see this harrassment, 999 won't file a petition.
Personally and this probably shows how morally bereft I am, but I play eve to play, not to improve the experience for others, not spend me time searching for flaws and reporting things.
In my mind this is a particularly difficult and rife problem, which means in my mind CCP should invest some resource in pro-active defense.
I've seen in the nubby channels the ISD bods talking and helping people in rookie channel, can they have the powers to report players griefing? Can they fly around nub systems reporting these griefers?
I think there's some real value in that.

Well, to be fair, I think that there really isn't many reasons for older players to go back to starter systems during normal gameplay. That being the case, we just don't see it. Seems most of them are deadend systems with only one or two stations in them.
I assume that CCP did this intentionally to try and ease the crowding of starter systems such as kisogo. Well... seems to be the case anyway in my experience. Perhaps it's different in other regions.
Anyway, main point being that it's my impression that there just aren't many older players hanging out in starter systems so judging how well we would police ourselves is probably error prone.

Another problem is that many players don't know which systems are starter systems. I've started my main a long time ago, and I don't use alts (got one, but haven't used him in ages). So I've got no idea which ones are in the no-bait zone.
The few times I do go through high-sec, I see those cans at virtually every half-way busy station. I've got no idea which systems are starter systems, though, and I don't want to file 50 useless petitions since it seems to be okay for CCP to bait in non-starter systems.

Starter systems are the ones with dozens of rookie ships leaving the station. (Rookie ships have a small overview icon.) They're 1.0, and have the word "School" at the end of the station name (eg School Of Applied Knowledge School).

It is blantantly obvious that there are noob baiters active all the time in starter systems. I'm paranoid so I never fell for the can trap :) New players are also frequently killed by canflipping. It is very demoralizing to new players to get nuked that way their first day in what they think is safe highsec space. If CCCP is smart they should take an more active stance as this is costing them potential clients. Just flag someone as red to the general public if he kills a player in highsec and the player is less than 1 week old. I would add that the starter systems have only one station and it's as you said a school station. There are 12 universities (and each one has a home system for noobs that is 1.0, one station only and there are noobs around not flying straight, empty rookie ships, concord podding noobs that didn't follow instructions properly...) : *Gallente : -Federal navy academy -University of Caille -Center for advanced studies

Noob baiting is the lamest thing in game. I try to spend at least an hour a day in Kisigo taking bait cans. It's funny how they often won't fight when they see this chars age.
I have had moderate success there tho, and I am finding it harder to find bait cans when I'm in system, and baiters that I have fought before often take their cans in and dock.
I have petitioned some in the past, and this does seem to work.
I think that any char that has been warned about baiting should be banned on the second offence. This tactic costs CCP money, due to the trials leaving eve, and never converting to a paying account.
I hate baiters in noob systemsan and hope that I can at least help cut down the number of baiters.

If you are skilled pilot, create combat oriented alt, spend several hrs for training necessary skills - scrambler, extenders, ab, sb, etc. Buy toughest frig, fit best t1 mods and steal from "free loot" can. Exactly, in just a few hours you can have an incursus with t2 light neutrons, repper, a cap booster and a mag stab if you choose the right char setup (caldari state war academy i think). If they are genuinely new chars, have a different server to begin with to get aquainted with Eve and all of its many features, then when you feel you are ready you can join the main server and select to have your char/assets/and isk moved over, perhaps this is something that can be considered. Eve university is an option but as we have seen in recent times, idiots wardec them to make life impossible for new players still. So an overhaul of the war dec system wouldnt go amiss here either.
I know this is possible to be abused by existing/older/experienced players making new accounts, however I am sure that ccp could have a system put in place to stop people doing this, especially since steam will be used then its easier to stop the multi account abuser's picking on new players which is bad for the game. -

Because they are newbies, and CCP wants new players to join the game. Simply put, by banning you they lose your $15 per month, but possibly gain, uh, how many newbies can you bait, shoot, and drive out of the game per hour? 15, 20? 200 per day? 6000 per month?
Banning you results in a positive balance in their book, so they will do it.
