Those arrows are the marks indicating where a window will "snap-to" when you move it around or resize it. They basically indicate the final position of the window, as you drag it around, so you can align it to other windows properly, before you release it in place.
Sometimes the arrows stick around, it's a bug. If re-logging doesn't fix it, move another window around a bit, it might fix it.

no, no, no, its a galactic detonator, blows up all ships in jita with 1 push 
but seriously, try resizing a window on to it, at least when module icons get sticky dragging another item on top usually helps.
