Not sure what alliance you were in and which took over you space but most decent alliances will if you ask the right person give you temp positive status to allow you to get to empire.
With regards to the items you speak of you should still be able to set contracts for the sale of these items.
Good luck with this and these things do happen and are a risk to being in a alliance in 0.0

The only 'idiotic' thing about this policy is that they will move someone who's been away for 6 months or more. Even they should've known better than to leave the game while in a 0.0.

I've had stuff "stuck" in a 0.0 station for well on two years now. Let me know if they move you cuz I'd like my stuff back too while they're at it. (that is sarcasm for the sarcasm impaired although I really do have stuff stuck out there for years now)

Sounds like your "Social" skills could use some work.
I returned to the game after a year or so of absence, out in the middle of NPC 0.0 (a bit better than your situation, but same principle). I couldn't realistically make it out of there with all my stuff so I chatted with the locals and explained that I was a returning player and I needed to sell off my assets and get out of there.
I made 204 million by selling mods and minerals to the corp who was living there then flew my Crusader off into the sunset. Blew through a gatecamp on the way back to empire because they didn't have a bubble up.
Just try harder. I'm sure you'll figure out something.

your best bet should be to ask for temp. blue standings, or you could try to sell your stuff.
chances are good that you will lose both your ship and your implants when you undock, but meh, that's eve.
you could be lucky though, a lot of 0.0 is not very populated, you might be in a region with few people in it (check you map), then you might be able to run to the next NPC station.
you can contact me ingame if you want, i'm bored anyways maybe we can figure something out.

Other tactics:
1. insure your ship(s), undock when it's quiet, SD or engage belt rats sans tank 2. reprocess all, sell minerals if the buy orders look good 3. roll an alt, use it to scout, ^Q when there's anyone in local 4. camp downtime, travel right afterward using 3.
Honestly, if you have 4M sp you should be able to build your way back from 0 isk and no implants in fairly short order.
Also, you continue training even if podded (make sure clone is up to date before and after!) So liquidate, set medical clone to an empire station, set a long skill, and make a run for it.

The I would like to point out is that you are not asking for service. You were told the rules will not allow your request. What you are asking for is preferential treatment. We all know you have earned it with your continuous loyal support to CCP.
Instead of accepting your idiotic decision to abadon your assets in 0.0 outpost for prolonged period of time, you petition for your character and assets to be "unstuck." When a character is logged into the game and chooses not to make a decision does not make it stuck. I am surprised they were courteous enough to respond to your petition as they used to warn improperly filed petitions may be deleted.
Good luck with eve. Can I "hold" onto your stuff while you are away for the 6 months?

This is like complaining that CCP won't answer that petition where I requested another 200mill isk so I could buy a new nightmare. It's stupid, that's what is.
It's scum like you that causes more people to spam and abuse the petition system wasting GMs time reading BS petitions while they could be using that time to help players that actually need help. ---

Yes, your complaint is idiotic.
Yes, i woke up in a system full of reds after a month or two away from Eve.
Yes, i have multiple hundred million worth of ships and equipment stuck in space inhabited by people speaking language related to the bureaucratic language.
Yes, i had to dust off my mission boat to gather some working capital.
Yes, it took me maybe a month to get back on the level of play i was used to (not just the isk part).
Yes, i dont feel much symphathy towards your cause.
The reason i dont feel sympathy is not that i want you to suffer from your misfortune, or experience "bad gaming experience". The reason is that you're asking for special treatment. I like that Eve universe feels like an actual living world. There's no teleports between cities or magical winged mounts that let you move conveniently from place to place to hack & slash the next monster. I played by the rules of this little virtual world and stashed a ship and some cash as a precaution if things go horribly wrong in the ever so friendly 0.0. Turns out they did, i got some stuff out, the rest is left there to rust because i dont sell weapons of mass destruction to the enemy.
Petitioning didnt actually even cross my mind, maybe i'm not fit for this new wave of When in doubt, Petition.
I dont want to bash you or smack cruelly. I'm just really tired of these people complaining on the forums, yelling why their can flipping/suiciding/mission salvaging/station camp griefing/scamming -petitions were turned down. I've been on the giving or receiving end on most of the things people consider petitionable offences these days. Well, actually i havent fallen for any of those examples, once my mission got probed but the guy went away maybe after seeing my corp tag, i dont know, and i consider station camping a viable form of warfare however boring for both sides involved. Oh yes, my ore got stolen once, and the guy didnt even come back after i fitted guns and a point, that i call griefing :(
I'll bugger off before my rant grows into epic proportions.

edit: it'd take a whole week to get some response from the alliance that's there now.. and the chances of a carrier jump to empire are non-existent as my toon barely has a mill isk on her account. all her assets are on her ships.
In empire, with 4M SP and a noobship, you're in a hugely better position than a starting character. So when you say "royally screwed", what you mean is "will take a week or two to get re-established".
CONCORD provide consequences, not safety; only you can do that. |

Aya you mention that you only have 4 million SP right?, what sort of implants do you have? (eg. +1, +2, +3 etc) I ask this because I am going to assume that with 4 million SP you probably have +1 or +2 implants which aren't that expensive any more.
In fact I will sell you a cheap set of +2 implants or even just give you a set as they are handed out like lollies by the lower level story line mission agents and aren't worth the hassle of taking the time to put onto the market.
as for your ship(s) well throw everything bar 1 ship into a contract and sell it for as cheap as possible then just insure the ship you want to fly and take a try of running for it you never know you might just be lucky enough to make it to empire. (depends a lot on where you are in 0.0 also I guess)
not so long ago I had a JC I didn't want so I flew him around in 0.0 space in a pod to see how long it would be before it got killed, it ended up taking 4 days of flying through areas like Feyth, Delve and a couple of other areas. In the end it got killed cause I just left him sitting there in a system in delve.
So that proves that at the very least you should give it a try to get out of there instead of just wasting your RL $$$ and game time, in the end this should at the very least teach you that IF you are planning on not playing for any length of time don't leave your character in 0.0 space unless it is in an NPC station and even then you are just better off moving it back to lowsec at the very least.
Anyway do the contract thing and make a run for it, if you end up loosing everything you will probably find more people willing to help you if you at least give it a go...

A returning customer has the door slammed in his face. The policy is CCP wants to lose 4 more months worth of business to perform an Un-Stuck action.
So I reply to this GM that this makes no sense whatsoever and again ask them to move my character to empire because and that for future reference i'd be certain to not resubscribe for 6 months next time I suspend my account to accommodate their policy.
I get a very well written, Copy/Paste reply in bureaucratize language (a language related to French, where you can speak a lot of bull but it sounds nice) telling me that if I was unhappy with the way this is handled to submit a complaint about my complaint and sit on my butt while someone else in the bureaucratic food chain manages to delete it or send me yet another canned copy/paste reply. All the while my character remains stuck.
So.. what kind of service is this? Should I merely go and dispute the charge on my credit card? Or should i just sell my character to some chinese farmer and start a new toon filthy rich?

I kinda surprised that they will move you after six months. If you can't work out a deal with the new occupants throw everything on the market and try to scoot out in a stabbed up frig (or ceptor if you can). It sounds like an interesting challenge to me.

You're in 0.0 and want to move to empire space. You don't want to pod-jump as it will waste your implants. You're assets is a mining barge and a hauler.
It's plain simple: You can't be in 0.0 (..with a mining barge!), without accepting the fact that you can loose your implants any second.
I believe you have brought this one on your self.

OK I don't sympathise with the op at all.
However, there is some crap in this thread from the clueless just for the sake of flaming.
IF the station is set up correctly:
He cannot repackage ships to sell them, if all his stuff is repackaged he's laughing.
If you cannot move a clone then it's petitionable but the owners should have already reset the clones.
The station may not have a refinery and he won't be allowed to use it so reprocessing stuff as a get out is a crok of crap as well.

sell your stuff in 00 where it's worth more than in empire. make a run for it just after the game restarts in a shuttle. worst case you get podded and lose the expensive implants. once you get back into empire space you'll make the money to get going again pretty quickly. you are still early in the game and while it may seem you face a harsh loss the important thing is your skills not your toy collection.

A mill isk hasn't been "a lot of cash" since a couple hours after I started the game years ago.
To the OP: get in touch with the corp/alliance that owns the station. Yes, it may take more than five minutes to receive a response. No, I can't make it go faster. But posting a thread where you complain about not getting your arse saved for you isn't helping matters, isn't speeding things up, and generally just makes people laugh at you. You don't want to be that guy, do you?
