Been playing about 2 months now, and ready to jump into low-sec (exploration and light PvP for now). Looking to set up a ride that can hold its own in a scrap with anything that can catch it (small groups of frigates, single interceptors and whatnot), and can bolt when jumped by larger ships.
For the record I have heard that the Cormorant is not an ideal PvP platform...but 4 mid slots seems pretty tempting so I want to give it a whirl.
I'm trying to keep the final build under 3 million so I can afford to lose 'em (gonna build 15 or so). My initial goal is to stay alive long enough to figure out why I just got podded, so I can learn from it...and maybe chew a little ass of my own in the process.

I know that tanking the shield is sort of like polishing a turd in a destroyer, but I'm thinking it may buy me a few seconds in a small gate camp situation.
Any and all advice is greatly appreciated.

7x 75mm t2 rails, might be able to fit a standard launcher on as well 1mn MWD, warp disruptor, web, medium shield extender damage control/magnetic field stabiliser
how is this? designed for frigate killing

Tank like a frigate, sig radius of a cruiser... destroyers are not really ideal for just starting to PVP. Anyway, tanking is largely pointless - if you run into a gatecamp, you will die. Fit for speed and getting-the-****-out if you find yourself in a bad situation.
If you want a cheap and nasty, but surprisingly effective, starting ship, Frigates are probably your best bet, they can make pretty decent tacklers, which is always handy. Merlin is nice and cheap, and you can get a semi-decent fit on it. Two turrets, two rocket launchers; web, scram, MWD/AB and something else in the mids, and overdrive/istab in lows. You can probably fit the entire thing out for 500k or so (bit more if you use a MWD instead of an AB) Basically, a slightly crappier version of the Rifter.
Decent enough damage, and you should be able to get right up close to someone, web them down, and either shoot them from sufficiently close range that they can't track you, or get the hell out of there if you find yourself in trouble.

To be honest, the Cormorant is a very poor PvP ship: it's too slow to catch anything smaller than a Battlecruiser, has poor DPS, and is a nice big fat target that your enemies will have no trouble hitting.
Caldari do not excel at solo PvP (if such a thing even exists in Eve these days), but are very well suited to small gangs where their ECM ships like the Blackbird can really give your enemies a headache, or missile boats like the Caracal can chew through tacklers when fitted with webs and assault launchers.
If you do want a nice cheap but effective tackler, you can't go wrong with the Minmatar T1 frigates, especially the Rifter and the Vigil. Both can fit a MWD, Warp Disruptor and a Webifier, are nice and fast and have a pretty low signature radius. Training for these ships and for projectile weapons shouldn't take much morethan a week, and is well worth it. just be aware that you will need fairly decent skills (level 3 or above) in the following if you want to keep enough capacitor to run the MWD and warp jammer at the same time:

Cormorant is definitely not suited to pvp. - relatively large sig radius - low speed and agility - low hp - lack of lowslots (cormorant) - -25% dmg penalty
Kestrel, Rifter, Incursus and punisher are all better suited (and you win in terms of cost). I have killed many cormorants with a little blaster incursus and low skillpoints.
If you do decide to go for the cormorant, a stasis web would be essential, otherwise your opponent would simply orbit and render your turrets useless.
Has anyone ever tried a blaster cormorant/catalyst?

yes :) they are great fun and quite useful in gang, cos they can shred frigates and do decent dps to primary,
the rail setup i posted above is very nice versus interceptors/frigates with spike ammo and antimatter for close range

In gang it would be far better suited than solo, but still, then i'd rather train for a caracal...

If you want to rig the Cormo go for optimal range rigs.
And remember some basic rules: -Don't go solo. -Forget about short ranged weapons on Destroyers. -No Tank on Deesies, go for damage and range mods. -No Webs, If your target is close enough to web it you are already dead, so don't bother with them.
The Cormo is a natural Sniper boat (+ 100% Optimal range with Destroyer V alone). With Tech 2 mod and good skills you can do a optimal range of 60 - 70 km with 150mm rails easily.
I did some experimenting with the EFT (Eve Fitting Tool). I could squeeze a 96 km opti out of the 150 mm Rail II with Spike S ammo. (All Skills that affected the setup where at V)

Here's what I'm getting:
1. Lose the shield modules...no point wasting the slots 2. Bring friends. Cormorant is a sniper, not a brawler. 3. Focus on range over pure DPS to facilitate the above.
Some great advice on modlues noted and saved for testing. Thanks a bunch folks, appreciate the help.
Jon: Have to disagree about the low DPS. Mine spits more DPS than my Moa's turrets do, even with the ROF reduction (over 100/sec if I recall correctly). This is using T1 guns and ammo on both.

As many have mentioned, your much better off flying a frigate until you can fly/afford cruisers or inties.
