ok - I accept that I am useless: I am trying blockade lvl2 (angels) with a Rupture. I know about the trigger ships and I am careful not to trigger a wave before I have done the last one. However I am just getting overwhelmed at points.
I am using a 3 425mm autocannon/3 assault launcher setup - Angels so I am using EMP & Piranhas - got an armor tank - 6000hp and a repper running. Got about 1.5m sp. My issue seems to be I need to get in close for the autocannons to do anything at which point I get swarmed. I can spin out things a lot by warping in and out but that seems to be the rubbish persons way of doing it.
So what am I missing? How should I approach this?
....and are there people who can really run it in a rifter - had a quick try thinking it would be cheaper to learn that way but pretty much insta-popped....

If I were you and had issues with rats swarming you, then perhaps try out an artillery fitting instead of autocannons? Most of the angel ships tend to do most of their damage closeup, so holding a distance while pouding them might work out better.
I prefered Beam lasers myself in the start of missions, because I felt I was lacking skills to do both tanking and ganking at the same time.

I'm running mission for quiet awhile now and i would never use emp vs Angels. As a rule of thumb hit your enemies with the same stuff they are mostly throughing at you, explosives (maybe called fusion in the context of projectile weapons) and maybe you should use hobgoblins (or hammerheads?) in the matter of Angels. The only thing you should be aware of is that Angels do all kind of damage types, but missles are doing (nearly) always explosive damage.
If you need to get close fit an afterburner (Minmatar ships are in need for speed mostly)
Keep trying or if you lack to much in the skillpoint-departement fall back to lvl 1's until you got them a bit higher (patience is a part of the game methinks)

on blockade, if you want to do it quickly in the furture just kill the rats with the highest bounties, that will trigger the next spawn (equally this can be used to slow the mission down and make it easier)
but by doing this and using speed to keep out of the range of their ships you can just shoot the keys since to complete the mission you just have to kill the boss at the end.
this is the tactic i use when doing the lower levels of this missions now since i hate it that much lol

to start with its real hard to tank everything in missions. if your tank can keep up with the damage then chances are your running out of cap. this will change as you skill up more as will the way you fly.
close combat is in most situations the harder way to do things as you have to get shot at by everyone, not just a few ships that can get into firing range.
there are some ways you can prepare for this, and i'm hoping you've missed out on a trick or two, cos that means there are bits you can learn to get better before your characters skills mature 
you mentioned having a repairer running flat out, do you also have modules to increase your resistances? thats the key to tanking, the higher your resistances the less work your repper has to do.
also for any close combat ships you need a webber as well as the afterburner. after that and the guns the rest can be cap modules to help you keep it all running.
if you like close combat then when your skills have matured more the difficult situations will not be when you get swarmed but when your chasing down the pesky snipers. getting swarmed will be what your best at (where long range ships might struggle).
so, long range is easier to start with and generally the safer option in most situations, but close combat can be a lot of fun and is possible. if you need help getting into close combat then post your setup here and hopefully we can give you some advice on how to improve things.
take a look at eve-survival.org for some great advice on missions and also look for EFT in the ships forums, its a great tool to help you tinker with ship setups without having to spend the isk on modules that didnt work as you expected. With a Rupture and a mission like that (ok, I know you already completed it) I found arty and drones really worked well for me.
Another option is, if you are able to mount a heavy tank, is load up all your high slots with smartbombs and charge the swarm. Incompatible with drones but it's fun watching 5 frigates blow up at once. Granted the AI usually knows enough to get out of smartbomb range but a web or AB can minimize that.
