I'm a new player considering subscribing to Eve. I love the space-sim genre, and so far I'm really impressed by what I see from the trial.
My one question concerns pirates and PvP. Sometimes I see information suggesting that PC Pirates can only operate in 0.0 space. Is that true? If so, do only pirates go there? If so, what's the fun in that (for anyone)?
I am not asking because I dislike Pirates and PvP. I really like the concept, and I probably wouldn't even play as a pirate - i'd prefer hunting other PC pirates for bounties. My ideal spacesim game would be one where PC pirates can do anything and it is up to the players to start "security forces" to patrol the area and defend other players from pirates. By that I mean, the function of the universe is entirely in the hands of the players that play it. If you want to go after other players for information and goods, prepare to be reported, prepare to have bounties placed on you, prepare to engage the players that play the role of 'galactic police'. So with this system, heavily player-policed areas would become 1.0 areas.
My vision of a sim is where anything is possible and it is entirely player-centric.
How close is this picture to how Eve operates? I'm not including NPCs in this discussion at all. I would ideally prefer no NPCs. I know that's not how it is with Eve.
Just curious how close this game matches my ideal :)

no - in fact, pirates make a very small percentage of people there. Most of what you get in 0.0 is Alliances of players which for the most part shoot you on sight if you are not part of their alliance, so your definition of pirate becomes blurred at that point.
Only a small number of players in Eve are part of the alliances. For the most part they are closed organisations that prefer to keep their space to themselves as much as can be achieved through player patrols or camps.

the same fun which comes with being the 'lords' of your own lands. You can make the rules and call it your own etc, shoot whomever you wish or develop a complex ruling system to operate out on the fringe. There iis a lot more potential income from having access to 0.0 space, from ores and the best spawns to drop the best loot. If you can keep and hold on to 0.0 then you are doing well. As part of an allinace, you usualy have to give up resources when at war (usually with other alliances)which is the main downside

a non-descrete npc force call Concord fulfil that role atm as there ar enot enough players to do so and also war and defence costs isk, not everyone want to risk their ships/isk for defence of others.

NPC pirates can operate in 0.4 and down...
Their problem in the 0.4 to 0.1 is that sentry guns will engage them if the initiate aggression in range of them (at gates/stations)...
They can however catch you in a belt or at a planet and kill you there

NPC pirates Hardin?? never seen a npc been shoot by a sentry 
im sure you ment Player controlled pirates

That might be how the case with Eve, but what if players got paid for the defense of others - through taxes, rewards, etc, and the payment was high enough to warrant the risk. And yes, the Eve universe seems very large, so it might not work unless there were like 40,000 people on simultaneously. I guess my ideas would only work in a spacesim with a smaller universe, so that player traffic was heavy enough in any one area where PC police/security forces could come to the rescue before it was too late. Maybe in Eve players could have a distress beacon they could activate that enabled registered PC security forces/police to warp to their location very quickly, to protect the player being attacked by PC pirates. (i'm aware that this is a very far-fetched idea for Eve)
Please don't think of me as an obnoxious newbie already making gameplay suggestions before even understanding the game .. I just think about this stuff a lot and like to discuss it :)
Eve does look incredible though. It's the closest thing to what I want that I've seen out there.

There is nothing wrong with your suggestion - it's definitely doable. There are Corporations out there that are pirate-hunters instead of pirates, in essence "protecting" some areas from evil influences.
The main problem with your concept is ... it's hard :D You can't police what you can't see, and with the world being this huge (5000 worlds, 8000 players, what percentage outlaws? 10%? 20%? - do the math) catching anyone is fairly futile and patrolling is boring.
Second, people won't pay to be protected. Why? They're already paying for insurance and a clone - why spend serious cash on protection that ... might not even be needed?
However, only serious cash would make ME, for one, be willing to be someone's escort as they AFK mine for hours  Not so fun.
