Rather than default the Anchor hook of a POS, do it like modules with a placement block.
Then, if the moon has no online POS? Its up for grabs. Enough with this 60% anchor **** to ***** out the competition. |

60% anchor what?
I don't get it. Currently, if there is already a POS round a moon you can't anchor yours there. If there isn't you can.
What is it that you want?

Fine, send it to default and allow people to move it from there so it doesn't impose some severe strain on people like you.
Of course if this is just a fail troll to say in code, you like locking out 60% of the high sec moos with dead, anchored POS's then you are what I am trying to scrape out of EVE. If people want a high sec POS point reserved they can pay the ******* fuel to reserve it.

OK, hadn't had my caffeine yet.
Trouble with the "choose where you can anchor it" method was getting it in the "right place" so that the POS wasn't right at the warpin. IIRC, nearly everyone puts it ~100KM from the warpin, so CCP's move to just choose a place was to make it simpler to drop the tower.
However, your idea of "let us put it where we want it"still runs into the CCP mandate of "one anchored POS per moon". Unless they change that (unlikely), then this idea doesn't change anything.
If you want a moon, it's not exactly hard to dec the corp, and shoot the tower... or, if you're the more diplomatic type, try contacting the owning corp first, they might take it down... |

The issue I have is, I don't think these are owned by some day Industrials. They put them there so other peoplle can't. Its done to block people out. People were told they couldn't drop drag bubble nets around known titan logout points , it was viewed as an exploit. By that argument, blocking POS anchoring by dumping mass anchor is also an exploit. They should be made to online them or pull them. |

CCP changed the POS tower anchoring so that people couldn't anchor towers off-grid from the warp-in point, or do strange things with grid-fu.
As for spare towers being present around moons - you have the tools in your hands. Wardec them (in hi-sec) and destroy the tower since it has no anchored defensive modules and isn't online. |
