I have a new ship for you I like to see in game. The new mining ship is a tech3 mining ship. Its called the Behemoth. Here is the build.
(cargo capacity 15,000.00m3) high slots 4 (4 medium slots) low slots 3 ( rig slots 3) drone bay 60m3
Mining Barge able to mine ice,asteroids
Role Bonus 225% to scanner range 50% to mining beam range 10% penalty to ice harvester duration
(New t3 mining drones) enter a wormhole combat site and find a drone colony |

Any change to mining, even small improvements, make mineral prices drop through the floor. So there won't be any new mining ships for a long long time. Frankly, I think they should remove mining barges completely. But, that's just me, |

They don't want anything that can mine, more or quicker than a HULK.

It's not even that they don't want anything that can mine more than a Hulk, it would be flat out horrible for the game as a whole; any player who has stopped to think about the repercussions doesn't want any better miner than the Hulk either. |

Individual miners might not like mineral prices dropping due to larger supplies but the for the economy as a whole, the mineral price determines to a large extent the prices of everything else. Keeping mineral prices down is a good thing from the perspective of fighting inflation.

while Trit and Mex are completely **** right now ... most of the mineral index isn't that bad ... especially the high ends... |

It's true that the addition of a lot of wormholes with high-end ore has brought down the price of the high-ends. It's tritanium, however, that's really the key to inflation in eve since so much of it is needed to build things.
If you don't just look at the price of individual ores but look at it in terms of a "mineral price index" that's weighted to represent the typical ratios needed for building ships (or whatever else you want to use to index it) then you'll see that inflation in the mineral market is actually pretty significant.
The main reason for this, I believe, is that people are mining less, particularly in high-sec. Instead of spending months training for a perfect hulk, people are changing to things like incusions or other easy money activities and leaving the mining ships docked.
Looked at from that perspective, then I would suggest that what EVE needs now is exactly what the OP suggested. A tier 3 exhumer that can get sufficient flows of minerals (especially low-ends) moving to market as a way to manage inflation.
