The time up to the arrival of concord is deterministic. The damage of the Gate Sentries is 100% calculable . This is very, very bad 
Change it to a chance based system. 
Concord: Let it spawn in 0.4 and below... sometimes (1:10 ... 1:50). Maybe depending of the security state of the agressors (why should the empire not react to the action of terrorists?) Let concord win the fight with a special percentage (maybe 50%..70%). If there is (was...) a mothership and the decision was to loose the fight, then spawn concord motherships and kill the agressor (and all supporters) with 100%.
Sentries: Change damage and range to random. Sometimes switching between agressors. Sometimes not. Let sentries scramble/web. Chance based. Let Sentries react to the security state of the players. Sometimes... ;-)
It should not be predictable how the NPCs will react if you made the decsion to be a terrorist

getting wtfpwnded by NPC elements based entirely on the roll of a Dice you cannot see or control is generally not an element one would consider fun.
Not saying that concord and sentries couldnt do with some changes....after the HP boost and tanking boosts, Sentries might need to do more damage, for example.
but even tho camping a lowsec gate in a mothership is the lamest of lame, suddenly losing it to concord because of EVE's (possibly) borked random number generator, does not a gameplay improvement make.

Eve shouldn't have ANY chance-based gameplay in it at all as far as I'm concerned.

What means "borked"? If there is chance of 10%..5% to get a heavy fight against Concord? Loosing all standing to the faction owning the system and/or concord? But to save the ship? Or additional to loose the sip with 5%..1%?

Mhh sounds great. Lets also make it so that in missions, belts or exploration sites with a certain chance (say 99.99999999%) a npc-pirate mothership spawns and kills your deadspace fitted raven because hey no risk no fun, eh?
Also if you have negative standing to one of the empires special "swat"-teams randomly spawn in your homespace and blow you up without a chance of you doing anything about it.
Seriously if you gonna troll at least put some effort into it, no? This is so bad i give -3/10.

Make Concord no better then the other NPCs, everywhere and we have a deal.
Same with faction navy. Also, stop with the 'evading concord/faction navy' is exploit rubbish.

In addition to making concord/faction navy just regular NPCs and removing the stupid 'exploit' parts, reduce their spawn times. I mean, a BS appearing in anything less then 30 seconds (and a minute in 0.5) after the attack started (and taking less then 10 seconds to lock) is just imbalancedly wrong.

Also, make them destructable, with maybe 3 x the hitpoints sentry drones have, and then they take a hour to respawn. Maybe.

If you do a lot of L4 missions and annoy the pirate factions (which regularly sneak in whole fleets in high-sec), make 10-20 NPC battleships arrive to kill you. Sometimes.
Also, make NPCs learn that web/scram is bloody mandatory, and that if your BS isn't outputting at least 400 DPS (1/2 of your player-flown BS) you're doing something horribly wrong. So aggroing 10-20 NPC BS means recieving 4000-8000 DPS. It's only balanced.

Why not? Why are missions 100% predictable? We should get "unsolvable" missions. Maybe we should discuss the percentages
