Seriously, just I pondered for a good while wether this is a hoax or not, and the more I think about it, I'm still not 100% sure either way.
But, boy, does it look awesome... and if it actually exists (even as just a prototype) and you know, actually works... damn ! Might want to visit the "Home" page and look at the other gadgets (I like the "second place" winner most, personally... and from the "notable mentions", other than this insanely awesome concept/design/prototype/whatever Digital Tattoo Interface, I really like the self-powered MP3 player and the kinetic energy recharger (for the obvious reasons... batteries, never again).

seen an article about it a few weeks ago, appears to be quite genuine in terms of concept, no actual implanted prototypes yet, since they need FDA approval first, but the blood glucose powered fuelcell it uses works fine if i recall correctly.

That can't be real...just a suggestion I think.
First off where is the rest of the phone? Look at your cell phone and its size. A lot of that is battery but still, they are more substantial than that thing.
Additionally it describes tiny spheres of ink tattooed into the skin above the implant which respond to the implant. Huh?
While kinda cool it is vaguely creepy too. Is a microphone embedded in your mouth/throat? Blood sugar levels for diabetis patients for instance. (since the fuelcell needs the sugar too, it will notice a drop in blood sugar levels pretty quickly)

Well, now you see why they haven't "won" anything, and were only listed as "honourable mention" Sure, they still need the phone (optionally the headset too, and without the headset it makes little sense to use the tattoo), but then again, the tattoo is "self-powered" (as green as it gets), and like Meiyang Lee pointed out, it fulfills some other functions too.

That tatoo would make it virtually impossible to control cheating in exams. Just push a button and merily scroll through the internet whilst innocently looking down at you paper/arm. As soon as an examiner walks your way, push the button again and carry on once they're gone.

Guess we'd have to re-think the way we pass exams anyway... I mean, in the "information age", where search engines are second nature to most, what use has sheer power of memorisation as a measure of performance ? Personally, I always loved the exams that are nearly impossible to "cheat" on even if you have nearly limitless access to information (matter of fact, several teachers at my uni used to encourage us to bring on as much literature as we liked, I always loved their style). Even more so, those mixed written/oral exams, where you get a task, you get a couple of minutes to think it over, then you go in a direct dialogue with the teacher about it.
Sure, it means a lot more effort on the teacher's part, but then again it's a lot more "fair" compared to a multiple-choice test, wouldn't you say so ?

Just wondering in the US are most exams at Highschool and college multiple choice? My only knowledge of US exams is from US TV and they only show EZ mode multiple choice questions

Well in theory you could sell a stripped down screenless, buttonless phone (which would be tiny- most of the bulk of a phone is all these other things) shaped like a bluetooth earpiece, or that clips on your collar. Since presumably the implant itself will cost a fortune to buy and have installed, I doubt the potential purchaser would baulk at buying the phone counterpart.
And since all sorts of people have a bluetooth headset + phone combo where no part of it is powered by blood sugar, this would still be greener. Assuming the surgery doesn't leave a massive carbon footprint to carry out, which come to think of it, it probably does... ------
