In the attempt to bring sane discussion let's do some backstory stuff a minute....
This post by someone in another thread got me thinking:

Not only are they able to enter high-sec, they are able to attack players without concord intervention! They are able to gank unsuspecting victims on low-sec gates without sentry aggro! This is a travesty and this needs to be fixed, so faction navy and concord responds to these exploiters, or CCP bans the entire corps!
This game is supposed to be equal for everyone, and yet CCP blatently allows these exploiters to continue exploiting loopholes.
I suggest everyone petition this so these exploiters are removed from high-sec!
So, that made me think about that for a minute. We all know that there is some server magic that 'spawns' NPCs in belts and around some planets (or used to) and in plexes, etc.
As far as the backstory stuff goes, we dont see Sanshas or Serpentis flying in convoys going thru stargates that we use. That means they must be using gates that are otherwise not visible to us as means of getting into empire and patrolling belts and starting up their hidden complexes. Some other technology not known about? covert cynos?
If they are using secret stargates would it not be neat to be able to find this hidden gate that takes you to their native NPC region? Let's say these gates could be scanned down... by some special means and then used as a means to get into 0.0 other than thru the normal chokepoints but limited to a certain timeframe because once discovered they self-destruct in x hours or minutes?
Just a thought.... Would be kinda neat.

These poor guys actually left their home systems about 150 years ago. To avoid CONCORD they had to MWD all the way there.
All that, just to get blown up by a noob for a few thousand isk.

Covert Carriers. They're tech 2. You never see them in 0.0 cause they are always doing the logistics thing to empire for their corps. Can you imagine how many jumps they have to do from say Serp Prime to Dodoxie to keep their presence up there?
Man. I wonder if they have covert Jump Freighters too?

Well, obviously Interbus is fully booked transporting these pirates around, and as such they are unable to provide any kind of service to us useless and highly irrelevant pod pilots.
