In empire space:
If I attack another ship I lose security status, and get attacked by concord and/or sentry guns. AND if I attack npc pirates, I get a very modest increase in security status.
In 0.0 space:
If I attack another ship, concord don't care. BUT if I attack npc pirates, concord 'see' this and I get a better security status increase than empire space, because the rats are tougher.
So concord see and reward 'good' deeds deep in 0.0, but turn a blind eye to 'bad' deeds. Surely their vision should be consistent and they either see all OR don't see anything in deep space?
The stupid consequence of this is that you can attack as many people as you like in 0.0, whilst gaining security status faster than any law abiding player can in empire space, by npc hunting.
Why this 'selective' vision by Concord?

CONCORD will only act/respond whilst you are in their jurisdiction.
0.0 space means lawless. None of the Concord allied Empires own this space, and so Concord has no authority there.
If you do however kill an Enemy of Concord then no matter where it is, you still have done a good deed, and thats why your security standing is raised.

Yeah they responded to me ok just now...
fired two cruise off at a war enemy and splashed another player. Needless to say my claw was toast a millisecond later and Russo got some free mods!
Irritating as obviously I would prefer to lose my ships to players and not Concord gank squads.

Exactly my point. Concord act/respond to 'good' deeds outside their jurisdiction, so they obviously have sight of what hapens in 0.0. So they CHOOSE to ignore the 'bad' deeds out there.
That just doesn't make sense imho, unless Concord are just gank-junkies hiding behind the Law. But then, why do they ignore the rats at gates in empire space?

In in-game terms, no it doesn't make sense; it can't. There's no in-game way to rationalise a system where combat is allowed in some areas, frowned on but let pass in others, and openly banned in still others.
In short, the answer to your question is "because CCP want it to work that way."

Concord aren't roleplayers, they're a game mechanic.

Why is it when your in a belt and concord have come out for some reason, then rats appear but concord sit on their behinds and do stuff all?
Do they actually engage pirates? or is that left to us bozos while concord prance around shooting us for stupid things like missiles splash?

Yeah but it still stings if you get in the way of one that's been fired but not reached it's target yet...
Millions of Roids have been hurt by this "collidable object" problem

Nope, they'll not attack NPC pirates. To the contrary. Concord also has the tendency to lazily circle between you and the rats, so you have to hold back on your missiles and torps or risk hitting the wrong buggers.
Also nice are the gates which are guarded in a joint effort between Concord and Sansha's Nation.
[Approaching gate] [Three small rats (2k) start to lock and fire] [Check distance to gate] 14 km, moving in at 160m/sec. [Check distance to rats] 7.5 km [Mouse hovers over the trigger of the large smartbomb] [Distance to four Concord cruisers and frigates] 1.873 - 2.5 km. "Bleh! Never mind!!!"
