I've come across someone who has a bounty on but only a sec rating of -1. Can we still engage them in high-sec safely without getting aggro from CONCORD or loss of sec rate?

Nope.
Easiest way to tell is if they are flashy red. Shoot anything flashing red at you safely (at least no CONCORD). Leave everyone else alone in hi sec unless you are prepared to lose your ship to CONCORD for it.

I, and others, have been suggesting tradable kill rights for years. Heck, I expect some "Bounty Hunters" will buy kill rights for more targets.
One thing is for sure, tradable kill rights would make life interesting for a lot of suicide gankers that are not recyclable alts.
Play nice while you butcher each other.

Yup. Bounty hunting as it stands is a total non-profession as Concord always gets in the way in high sec. Tradable kill rights would make it like real life bounty hunting and should really shake things up in empire.

I'd not only make killrights tradeable but also allow bounty hunters to gather intelligence from CONCORD such as last place seen and ship they were last seen in. That would allow bounty hunting to become an easily accessible profession and profitable too.
Who knows, maybe that would contribute to making space safer and encourage some of us to do (and stand up to) the opposite to suicide ganking.

It would make it extremely interesting if they made killrights tradeable. This would make Merc work abit cheaper for people that wanted to get some payback on someone. It wouldn't be open gank season for empire pirates either unless they did a drastic change to killrights. Please visit your user settings to re-enable images. |

Maybe not Concord giving intel, but make location agents usable remotely (rather than have to go to them to talk to them), would be a huge step

I'm lucky my regular area has a L4 agent I can use. Would be fun as hell to hunt down single players and see if you could pull off ninja kills when there alone. Please visit your user settings to re-enable images. |

Various NPC mission agents provide a locator service. Just look at a given agent's info and it will tell you if they provide the service, how much it costs and how long it takes them to find the person you are looking for. After a few minutes they give you an e-mail on where they are (I think even if they are offline it gives you the system they were in when they logged).
These are not uncommon...just look around a bit.
Pretty sure you need appropriate standings with the agent to use the service. Not 100% on that since I have never tried one I didn't already have access to.

You need sufficient standings to talk to the agent.
The problem with them, as mentioned above, is having to travel to the ones you can use in order to have a skip-trace run on someone.

Good way to do it is figure out where he logs at. Use a buddy list and stick to a agent when he logs. You'd be surprise how many people log at the same spot day in day out. Please visit your user settings to re-enable images. |
