Hey,
I'm fighting Arch Gistii dudes, and my heavy missiles only do about 10% of their usual damage against them, making this really hard.
What should I do? downgrade to light missiles, mount a Target painter, web them? I'm at a loss.

try a different missile type, They have resistence to missiles, and the hacs are more resistant than the regular...

I've got caldari navy scourge and regular Thunderbolt. What should I use?

use explosive damage when you fight angels,and also use drones to increase your damage.

If she's using scourge that means she's using a Drake or Caracal most likely, and for those ships kinetic is better against Angels due to the damage bonus.
Get your skills up, train Guided Missile Precision, and use drones. Keeping the pressure on them as they approach you is a good way to kill them quickly because when they activate their MWDs they take massive damage from heavies. Once they reach orbit distance they will no longer use MWDs and therefore take longer to kill, but it's still doable.

Even with maxed Battlecruiser or Caldari Cruiser skill, the kinetic damage bonus is only +25%, and there are cases (according to the Elfarto NPC site) where EM damage is still superior, in spite of the damage bonus.
A Kestrel, now, gets +50%, so if there are any cases where you shouldn't use kinetic, they will at least be rarer.

What Angels are weak to EM?

I know it's too late for this mission, but in the future, you could always ask for some help in the helpmymission channel.
I set it up to be a good place to get some genuine help on doing missions.
Its getting popular, with some people happy to fly 20 - 30 jumps to give someone a hand.
