I don't know how long this has been possible, but this happened to me yesterday.
I was offered a low price for a Revelation BPC I had on contract. I took it off contract and traded it to another player.
When the trade window opened, the 105 million isk I asked was in the cash box, so I clicked okay. In the eight seconds it took for the trade to complete, the figure changed to 105 thousand and the trade was done. I did try to cancel the trade, but it would not.
Fine... I don't need to hear 'don't use the trade window.' If the trade window is there it should work under all circumstances... that is not the issue.
Out of sheer indignation I asked the 'trader' if they meant to do that... and got an uncertain response... which led me to believe he/she thought they had just got lucky. However, unsurprisingly, they did not make up the difference in isk when I asked.
So... getting a little righteous now, I asked if they would just like another free Revelation BPC, seeing as they were unwilling to pay for them. It took this imbecile several minutes of staring at the trade window to work out what this offer was and eventually, after a bit of taunting, he/she accepted the trade... failing, of course, to put any isk on the deal.
Finally I asked if he/she would like a third BPC... this one ME7 and the trade window immediately opened. I put an Amarr Encryption Methods skill book in and watched as he/she typed 105 million into the cash box.
I figured for a moment that this git actually was almost honest, when suddenly the figure changed again to 105k isk and the book disappeared with the trade window, at which point the word 'scammer' was typed into our convo window!
I'm sure I'm not the first to get stiffed by someone doing this, but it would be handy if ccp either fixed the lag that allows it or fixed the trade system to make it impossible.
Oh.. and the real scammer's name... Fiona Fajita... Caveat Vendor

Petition it - this IIRC is classed as an exploit

This is not the right place to discuss exploits. File a petition and wait like anybody else. --
There are countless games in the world. There are at least as many ppl that dont like one or more rules of said games. That never stopped smart game designers from creating good games.

Using a lag exploit to screw around trades is bannable.
Report him and you will get your stuff back and he gets banned

That sounds more like exploiting a bug (in this case lag) than a simple scam, so I suggest petitioning it and seeing what happens.

Ah right. I wasn't sure if it was an exploit enough to make a petition... ccp don't usually care if you lose isk... only real money. Thanks to you guys. I'll try.
As for those who think it's amusing... go sit in the corner with the other giggling imbeciles. Jita is as much a part of Eve as anywhere else and if you want to trade then that's where the traders are. It does not make an excuse for dishonest traders. If you maintain your attitude to it... you may as well be one.

Yes this is bannable offense using ingame problems to gain an upperhand is illegal where as using ingame mechanics working as intended is not.
Clearly your a victim of the first mention and should file a petition explaining the situation, there will be logs that ccp can pour over and find out that your in the right and hes in the wrong in most cases you get your isk/items back, but since its bpcs there is a chance it may not happen due to thier akward nature of them. But that what could happen is up to the GMs I just give you an idea what could happen.

This was classified an exploit by CCP about 5 months ago when the precise same thing was happening. CCP however apparently fixed it. It looks like the bug has returned so I strongly suggest a petition and a bug report.

If I'm ever in doubt about something being worth a petition, I'll petition it because the worst case I can see is a GM telling me that it wasn't an exploit.

This old thing again. Sheesh.
Also, I'm pretty sure you'll get a "our logs do not indicate.." message again.
