EvE is a sandbox game. CCP wants to restrict the players in as few ways as possible. We form our own alliances. When you read the backstory, you will find out that POD piots are above the governtment and above any races. If they choose to. No one holds you back to RP a Minmatarr terrorist and not talk to Amarrians.

POD Pilots do not represent the empires of their race. We are more like free-lance mercs or agents, working for whoever we see fit. It's like a merc of russian origin working for the US government.

In a station (don't know if all station have this service), push the "Bounty Office" button - there you go. Add them to your adressbook to check when they are online. Use a agent with locator service to find out where they are. Hunt them down....or try to.
