I remember reading a while ago someone made a post about fixing the bounty hunting in this game as it is kind of bad with regards to alt killing and security status stuff.
I had an idea which I got because I remembered how bounty hunting worked in Star Wars Galaxies (At least while I played), and the way it worked was that you'd goto a terminal and be given a bounty by a terminal. I forget the rest of how it goes but my idea continues as follows: Upon reaching the bounty office, you can put in a range for bounties, these will be predefined in the bounty office so that you can't fix a single isk range to get one of your alts. Obviously if the system stays in place for a while, larger bounties will be more tough than lower ones.
You will then be given an agent-like mission.. With a Week-long timer. No new missions can be taken within that week or until your current target has been killed.. Maybe you can drop the mission after a week or continue as long as you want.. After that week other hunters may be offered the same mission? While on this mission, your target will be TEF'd to you, meaning you can engage him freely (like kill rights maybe?) anywhere.. high sec, low sec without ANY intervention by CONCORDE. From that point, the kill rights system works as normal, the targets corp would be able to retaliate and if they do your corp would be able to fight back also. This brings in an element of "scoping out" the area around the target to make sure it's clear for a kill.
The problem I can't get is how to make sure you get a pod in high sec, because bubbles are impossible to drop there will be little to no chance of you catching them if they know what they're doing. Maybe the bounties could be completed when the ship they're in is killed.
Once the kill has been made, the bounty transfers to your account once you hand in the mission (Maybe hand in an item like his corpse?). And maybe they could even create an LP store for bounty hunters :)
Let me know what you think, it's obviously still a work in progress but I'm really confident of the idea so I will do what I can to sort out kinks.

Maybe contracts could be extended to some sort of bounty mission-function.
This could work also, but I'd like the idea of a mission like system from the bounty office.
