Now this may sound like a silly question .... but i have only been playing for a week and a bit. I have made my way over to Caldari space from Minmater space, can i pick up missions from Caldari agents or is there a certain rep level i must achieve before that is possible....Thanks.

You can run missions from any corp you wish.
There is only one thing that determines who you can run missions for : Standings. As you start with 0 standing to everyone, there is no issue with working with other factions, Caldari do not dislike you just because you are minmatar. They may dislike you because you runned many missions for minmatar.
Still, it is not an issue before a long time, as long as your standings from caldari are over -2, you will be able to find agents that will give you missions.
If you already lost a bit of standing with the caldari, you can train a bit the diplomacy skill and will have access to more agents in factions that dislike you, the skill raises your standing to all factions and corporations of the factions that dislike you. In fact, it will raise you over 0 standing as soon as you will have run a mission for a caldari corporation for that corporation.
The skill connections helps also as it will raise your standing for corporations and factions that like you, it helps a lot having both diplomacy and connections to get better agents from the start.

If you haven't done too many anti-caldari missions for another faction you should be fine. I think you need at least -3.0 (that's negative) standing to use a faction's level 1 agents, and you start with 0.0. It takes quite a lot to drop it to the point where you can't do missions for them anymore.

Yes they will give you missions.
Factions count for very little in EVE. Even though the agents may bad mouth a certain faction they will do so while giving missions to someone of that faction.
What counts in EVE is your standing with any particular corporation.
In each base in the upper right hand corner by the name of the Corporation that owns the base is a little blue dot. Click on that dot and you will get a show info on the Corporation. One of the Tabs in that info is Agents. Look at this tab and it will show a list of agents by category. Open a category and it will show the agents split into two groups - 1) Available to You; 2) Not Available to You. The agent's location is listed. You can look that system up on the map and set it destination to see how to get there. Make sure you have your map options set to show Safest route instead of Fastest. Note which security levels you must pass through to get to the agent and what the security level is of the system they are in before deciding if you want to visit them. Also ... note how far away they are.
If you encounter an Agent in a base - they will be listed by Available to You and Not Available to You. If they are available to you all you have to do is right click on them and start a conversation. Sometimes they still won't give you a mission but usually they will.
Typically, if you want to do missions for a Corporation, you start off with their Level I agents. Doing missions for them will raise your standing with the Corporation until you can do missions for their Level II agents and so on.

Be advised, most of Caldari lvl 4 agents are in very populated space (or so I hear). ------------------------------------

Well, not so much that as since everyone and their dog is caldari, populated space is made out of good agent systems
