There are essentially three types of Scanners you can fit to your ship - one is for asteroids, but the others are for cargo and ship modules. So yes, if you fit a ship scanner to your own ship you will be able to see what modules another ship has fitted. You will have to target them to be able to do this, and while it is not an aggressive action, they will be notified that you are targeting them (via blinking yellow brackets around your ship) and depending on your motivation this may give your game away. You can avoid this through judicious use of a Passive Targeter as well as your scanners. Also bear in mind that the scanner is not perfect - it will randomly get multiple hits on the same module as well as missing modules out, so you will probably have to scan a half dozen times or so to get a real feel on what your opponent has fitted.
Predictably, these modules all use slots that could be used for "more useful" modules, especially if you are about to engage in combat, so you wouldn't normally scan a target with the same ship/fitting you intend to fight them with, unless your ship is so superior that you can easily fight with a 'missing' midslot.

Which sort of leads to another question - how to you "donate" an item of weaponry / equipment to a player - I've seen the donation option but I thought was just for credits?
He can only scan you if you were in space. I'm guessing that (since he put something in your Items folder) you were docked, so he was probably just guessing that you had no guns, or even just giving you a gun for a joke. He might have scanned you when you were outside the station earlier, of course.
As for giving items to another player - they need to be docked at the same station as you, and then you right-click on their name and select 'Trade'. Once they accept the trade request (which will happen automatically if you are in their address book), a window will pop up allowing both parties to drag-and-drop items they wish to give to the other player. Once both players click 'accept', the trade goes through and the items are transferred.
The only other way to give someone an item involves you both being in the same player corporation, and the corporation having an office at that station - which doesn't sound like the case here. Other than that, you can't make an item appear in another player's Items list without them accepting a trade.
(And yes - the Give Money option can be used to transfer ISK to someone without them needing to be in the same location, but it is only money that can be transferred this way).
