Things are usually much more complex than "remove local," even if that summarizes their idea in two words. Don't bash democracy as if it was just one type of government though. Look up "Proportional Representative Democracy". Although perhaps not perfect by itself, it's a long stretch better than a regular democracy as it gives votes to minorities.
the whole CSM thing is odd and unnecessary though. CCP make strange decisions. -- I won't not promise to avoid refraining from harming you! .... What? |

Personally, I don't think so. My personal opinion:
The ship scanner is nice, but using it is an ungainly (but usually necessary) process. If the scanner is to replace local without frustrating the bejesus out of everyone it needs to be revised.
If I were in charge, I would allow the system scanner to be integrated into the UI as sort of a multi-AU-wide radar, using the same math as exploration/recon probes to detect ships (based on signature radius / sensor strength). You could even fine-tune this to add some more flavor to ships like having scan range dependent on sensor strength and detectability dependent on signature resolution.

I'm asking a question. Personally i would live with the system scanner just fine, because that's pretty much what i use now for the most part, anyways.
But i would be interested in seeing better intel tools. But I'm merely wondering where the problem, removing local chat, would be, from which i can then get an idea of how to solve it.
