I'd suggest sticking to a T2 light neutron blaster for the lockbreaker mammoth. It does almost as much dps as a cruiser weapon, and leaves you some grid to fit a buffer tank.
Of course, if you're not attacking people or (God forbid) hauling anything, you can do some other rather silly things:

I've used this setup in the ISGC races on two or three occasions. It can perma-run the MWD or the shield booster, but not both at the same time, which is all it needs to be able to do. I get over 1200m/s out of it, which makes for some quite impressive bumping.

Surely that is why the neut is there. I don't know how good a mining barges regen is but I would have thought perma running a booster whilst you have a neut on you may get tricky... maybe not.

Something wierd just hit me
Why not replace scorps in fleets with industrials? neither will survive primarying, but the indy is far more cost efficient.

I find the prowler to be a more effective combat ship myself though I have had a few kills in a MKIV. Nobody expects the MKIV...

It's exclusive. I'm a DJ in real life so I get a few non-released mixes that don't get put in stores.
I got it in a mailer about a year ago and have always been wanting to use it for something, and it felt appropriate here :)

If you turn off your strip miners with a gistii a-type booster (alot of hulks use it) will be able to run over 2 mins while being neuted by a small energy neut and still pulsing would tank more than 40dps

again, on the pure ECM boats id consider loosing a jammer over a cap booster and filling the lows with those ecm damage mods... wotsteirname? signal distortion amplifiers or something. ofc the setups that use cap rechargers AND cap relays could benefit from a cap booster the most, since it would free a lot of slots on them.
the damper and tracking disrupt ships could then maybe use dcus/plates, but tbh it wont help. haulers have big sig and low hp no matter what you do, everybody can lock and pop them fast. so you might as well think about decreasing your locktime so you can get your ewar off before you die.
to bad sig amps would probably suck, since the base sigres is so low. you would need a sensor booster, which would take away one of your precious meds.
just some food for thought.+
edit: on the ecm support haulers, maybe consider AUTO TARGETTING SYSTEMS \o/ (woot finally a use) so you wont be crippled by your sigres combined with low target count.

Last time I saw one in Empire, I suicide ganked it. It tanked me. :(

A frined of mine often uses a Bestower for that kind of stuff. I think he fits it like this:
high: named medium pulse laser (multi) small neut
med: scram (9km) web 2x small cap booster
low: 2xSAR II 2 assorted hardeners (mostly therm, because everybody uses hobbos or hammer)
rigs none
EM/Explo/Kin hardeners in cargohold
He once met a hulk with a gist atype small shield booster, after I think half an hour he let him go, no way to break the tank ^^

yeah, they do. the gisti is the only one that fits on a hulk with a proper tank due to cpu concerns

I've tanked a HAC with mine before in 0.0. At least long enough for the ECM drones to do their magic and for me to get the hell out.

hulks can hit 80%+ resists on shields - more if they (and they SHOULD) max out all relevent shield tanking skills
witht the gisti boosting over 40 shield per second, it's not hard to tank frigates adn most cruisers long enough for your drones to kill them
if you know in advance there might be a problem, swapping a strip with a neut helps even more or even tossing in an ecm drone or two in the mix
