OK living out in lowsec I have been really impressed with PI. As a corp you can plop down some customs offices and get money off of the taxes from random dudes coming by and using your stuff. And the actual mining itself is a nice little trickle of passive income. Yeah it's a clickfest but it's less annoying than ratting.
So I figured why not bring a solution similar to PI to moon mining to make it something that the average player can care about rather than the one alliance leader with the keys to the POS.
Feature Changes:
1. There would be a "Moon Customs Office" that would exist as an outside of the shields POS mod. The POS owner would be able to set up standings, access, and taxes just like a regular PI Customs Office. But since it's a POS module it'll go offline if the POS dies.
2. You can only get materials on or off of the moon through the customs office. So anyone getting moon goo off of a given moon needs a POS there (or convince the POS owner to let them in)
3. On the moon itself everything works just like PI. You harvest moon minerals though extractor heads, and do reactions in factories.
Gameplay Changes
1. It would still be worth it for big power blocks to fight over moons because they'd still get tax income. But now they wouldn't have to spend time jumping moon goo out of remote systems, they could just let passive tax income flow in.
2. The rank and file players in an alliance would finally care about taking over valuable moons because they'd see some direct benefit in owning them by being able to mine the moons themselves.
3. Because the moons only put out moon goo if people are there to use them it'd only be worth taking moons where you actually live. No more nullsec alliances living off of distant lowsec tech moons.
4. Rather than the static 100 units / hour, a moon's production would be governed by how many players are actively putting effort into extracting them. People only go after the moon goo that is profitable. This should help balance out the prices a bit.
5. With more T2 building materials in the hands of average players people might actually try T2 manufacturing in null ... maybe ... although in all likelihood it'd probably mean more people trying to work out how to make Jita runs from their nullsec homes. Oh well at least there would be more hauler ganks. |

I actually like this idea, or something similar in principle.
The problem the arises however, is what actual effects this would have.
Firstly, alliances as a whole would have a harder time justifying the assault of a tech moon.
Secondly, I think you would fnd an overall decrease in the ammount of moongoo coming out of nullsec. One thing that the current system DOES do, is provide an adequate supply.
A more appropriate solution might be requiring sovreignty for the anchoring of moon harvesters |

Yeah I guess it comes down to what kind of taxes an alliance can expect to get out of their moon offices. I used to think that setting up PI offices wasn't worth it, but after seeing them get used, I would murder some bitches for a plasma planet.

I'd imagine that after a month or so of people ignoring moon goo someone would notice the prices rising while in Jita one day, "Holy **** guys! Have you see the price of Cobalt? I've actually posted a massive PI proposal that includes Moon Interaction in the assembly hall.
