Is this change made so that when a ninja salvager comes along and a friend who did less damage to a now dead piece of salvage can pop it without getting aggro from the friend that did more damage?

As far as I understood it, it just means that when you shoot a wreck not belonging to you or your corp you get a visit from concord.
Maybe this was done to prevent people from shooting other people's wrecks as a form of harassment.

Indeed, this has nothing to do with salvaging rights at all. No matter who is shooting and killing NPCs in a mission, the character who accepted it should get the wreck ownership and as such, any other pilot not in his corporation will be in trouble for shooting them.
You can still salvage other people wrecks without CONCORD intervening. To make it clear again, doing so is not considered an exploit and stays within normal game mechanics.

Alright, thats clear. But how was it before. Let's say you dealt the most damage to the wreck and it was yours. A ninja salvager comes by and your friend pops the wreck to deter the nuisance, would your friend get concorded?

Nothing has changed regarding that point. Wreck ownership does not include multiple characters not in the same corporation.
- If your friend is in the same corporation than you, he can attack and destroy it. - If he is not, there will be fireworks when CONCORD arrives.

While we're on the subject, why is it not inconsistent for a wreck to be salvageable but not tractorable by someone other than the "owner?" ---- What part of "shorn't" do you not understand? |

Ergo allowing tractoring of anyones wreck would allow for some rather annoying behaviour. Think missions where the objective is in a ship. It is much easier to get within 20 km to tractor than within 1.5km to loot. That you can't tractor a wreck you or your corp haven't shot is there to protect mission runners.

I tend to think that you can only tractor wrecks and cans from your own corp to stop people flying into a belt and tractoring all the miners cans away from them, then stealing it all with no repercussions.

Well, that too of course, but it's the same core issue; it makes stealing stuff too easy. Not that I personally would mind if I could tractor anything , but you can't have everything.

This is done to protect mission runners from having mission critical loot stolen without any means to protect it. You could find a deadspace mission and kill the one important ship while the missioner is busy with the rest of the spawn, steal the mission item and ransom the missioner. While this is quite kosher as long as you ransom, the missioner had no option to intervene and protect his mission item. --- SIG --- Goumindong for CSM. |

I have been asking around for more information about possible modifications in the bounty system. It hasn't been changed and it is still the same as it used to be before.

Indeed, I tested this, and got bounty for shooting ships in some guy's mission. Guess warping out to let the rats eat my poor salvager isn't the brilliant plan it's made out to be
