Well anyway. I havent been playing the game for long and im currently in a small, new corp. We are looking to get into 0.0. But the way it is turning out is that we cant. this is for a number of reasons. The price of getting in there is so high, relative to the risk, is it worth it?. further more with caps being increasinly more common, we just cant compete. the only way we can is through an alliance, however this ties us down.
i was wondering what all of you feel about the situation concerning small corps/new corps _____________________________________

EVE is a harsh harsh place.
And that in my opinion is as it should be - It's a major component of setting it apart from other games in the genre.
Part of that entails that you need to group up in order to "beat" the other guy, to be able to bring more guns to the front than your opponent (or smarter tactics).
So basically newly created non alliance affiliated small corps simply don't stand a chance in 0.0. They either join up with an existing alliance, or get mowed over.
And I honestly see nothing wrong with that.
As I started saying : EVE is a harsh harsh place.
Part of why I love it so much.

That Small corps have a hard time getting into 0.0 is a problem that everyone has to deal with and most of the candidates, me included are working to make attacking space more easy.
However the level of buy in may not ever be what you are looking for. 0.0 is a competitive game. And that means that if there are more players than spaces on the map someone is going to lose out.
Hopefully we can get more opportunities for smaller corps, but its unlikely to make a significant difference except expand the number of corps who can exist out here, which just delays the problem[even if its a bit better] that not everyone can have a piece of the pie.

I believe this game definately should have more solo/small corp orientated content, especially on the PVP side of things. There is hoping that faction warfare will provide this in some fashion, but there need to be more obtainable goals for small corps as a whole, without mega alliances being a requirement of it. ---

Bit of a blanket statement.
Do you include 0.0 in that statement as is what the OP asked about?

I think 0.0 is currently heavily underpopulated. The reason for this is that it is very difficult for new, non 0.0 entities to get a foothold in 0.0, because of the cap ship problem Rataka has already pointed out. However, I think this problem is more widespread than Rataka has pointed out. Right now, not only small, new corps have problems moving out to 0.0, but even new, multicorp alliances are facing the very same problem. There is a huge gap between established 0.0 alliances and new empire ones in terms of skills and assets required for 0.0 warfare. Skills can be learned but in the age when even smaller alliances can field 30+ capitals, newcomers really do not have a chance without hiding behind a big player.
0.0 alliances today hold far more space then they actually use, and they do this because they can do it: only current, 0.0 estabilished entities have the weapons to take their space, only they have the capitals to pull off POS warfare. And if an stabilished 0.0 entity takes the space of another, it will remain just as deserted as it was earlier (well, 90% of the time). I would support changes aimed at limiting player alliance's expansion in 0.0, for example penalizing if someone claims, then not uses space. If 0.0 alliances do not overstretch themselves, more space will be open for newcomers who wish to try their luck in 0.0. Just to clarify: by newcomers I do not mean standalone, small sized corps. They can not survive alone in 0.0 for long and it is ok so. Such corps need to group up, form an alliance, and try it together. The problem today is that even when grouped up they still do not have a chance and this situation should be improved somehow. I would like to see more alliances in 0.0.
I am running for CSM and need your support! Campaign thead

In the long term, yes I'd love to see that, and I have and have seen a lot of promising ideas on how to accomplish this..
But I think that's far too ambitious to work out in only half a year's time and thus it'll be out of the scope for this term. ---

From someone else who remembers his own early days in a smaller corp, I can empathise.
My old corpmates and I had little difficulty in setting up for ourselves in 0.0, but back in those days space was a lot emptier too; 7000 players online at once was a lot. There were also no outposts or even POSs, so there were lots of empty dead-end constellations to quietly hang out in. And there were no interdictors or deployable bubbles, so getting in and out was considerably easier than what it is now.
However, while it may be more difficult to carve out a spot for yourself for the above reasons, there are others that make it easier, too. More 0.0 chokepoints into more 0.0 regions have been added, NPC stations are still the constant they always were, and POSs allow anyone to set up a small base of operations in any of the spots out there that are still fairly quiet.
For those who are inexperienced at 0.0 life, the risks can come across as being very high, I'll grant you that. But it needs to be remembered that those currently living out there have accepted that risk and learned to control it to some degree. Smaller corps can learn the same, too.
There's no guarantee that they always do, but that's fine too; only the strong survive in 0.0. Not necessarily the big, but the strong. Important difference.
