Well... get your tinfoil hat out....
I'm a fairly new player and can handle the rats in .4 space without much trouble.
But I've been pod killed twice in 4 days, both times by people who were not yet -5 outlaws. The first time I was asked for 4,000,000 isk. Which I refused to pay.
This time I was not asked for the money. So I ask the guy why he podded me and not ask for money? He says I "KNEW" you wouldn't pay.
Then he proceeds to pod kill me.
Now I'm not much of a conspiracy theorist, unless something bugs me. Two separate players pod kill me, without outlaw status, in the same system, same belt, and the second one knows I won't pay.
Now the funny thing is- I think these people are the devs themselves. Sorry- but the co-incidence is too great.
Mining those belts in a group we never see any of those guys- but every time I go in solo?

I'd suggest moving to another system or a less-crowded area. A perosn can attack you in an asteroid belt in any 0.4-0.0 system. Protect yourself adequately with friends or corpmates and make sure your clone is up to date. I don't know what else to say other than "welcome to working in unsecure space." -----------------------------------------------

Though the tinfoil hat is a good idea to block the alien thought waves from space :) I wear one myself :)
What are you flying in by the way? A frig?
I'm glad your taking the risks of low sec either way, just don't think your safe out there in the belts. try to pick a quiet system if your unable to protect yourself from players.
And even if you are able to protect yourself from players don't consider yourself immune.

While the Thorax is a great ship (you can see my article on it here) It won;t stand a chance against a well-equipped battleship (unless you're outfitted perfectly and very lucky). It's a fact of life that ships get destroyed out in low-security space. If you want to be safe from attack, mine and fight in a 0.5 system.
What region are you in? some regions are more popular than others, and some areas of the region are more popular than other areas. I've worked extensively out of Aridia, and I can tell you there are some backwater spots where you rarely see anyone.
Also, always be ready to flee from an encounter. There's nothing wrong with flying away. If an unknown ship comes into the belt, regardless of its security status or corporation, it's a good thing to be extra cautious and warp out, or stay far away from the ship.

Hmm LOL *looks at his thorax* That should be enough unless your running into groups or Battleships.
Well don't worry, you don't NEED a BS to enjoy low sec at all, I live there. just need to find a quiet part of space.
What empire are you in (not your character, but your characters location)?
Amarrian space seems the least populated most of the time, though I could be wrong.
I tend to play in Gallente space however.
Keep in mind:
Some players will pod you because they are pirates.
Others will pod you because your mining thier ore/killing thier farmable pirates.
Still others will do it just because it's funny.
If you have been podded in the same system by the same group/corp whatever, chances are your in a location claimed by a corp or some pirates who don't want interlopers.
Anyway not that a thorax is the biggest baddest mamojamma in the game or anything, but for low sec empire space it's all you really need for the most part, if you know how to kill with it. But there are no garrauntees. A few good players in frigs can take you out :)
So watch local, look for players lost in space, and try to go where nobody lives.
Works for me and I've never lost a ship :) Well cept for the time I suicide bombed a sentry gun when I heard CCP was rolling back the server so my death wouldn't count ;)

What do you think of 3x150 rails with iridium and 2x 250MM rials with plut?
I find this is nice for giving your ship a wide range of combat ranges without gimping your damage output too much.
Granted it won't pack the punch of 5 blasters, but assuming one can keep to a range of 13Km to 20KM you will always be able to hit with all five guns, and if you want you can snipe for good damage at 37KM with iridium in the 250MMs
anyway not contesting your findings, just offering another pretty effective setup.
However the setup I use is mainly for NPC splattering.
A spawn of 2X 30K + pirates with a wing of 10K or higher frigs is no bother with that setup.
In my med slots, I vary it a bit depending on what I'm playing with, but I almost always carry a medium clarity ward booster, a hardner (usualy EM, but if I'm gonna be in missile heavy areas I go with EX or KI), Then I either use my last med slot for another hardner, an AB or a MWD depending on my mood and the level of challenge.
The only trouble with the MWD is it sucks your cap fast and naturaly your cap and shields will suck, but you can dance into and out of range at will depending on the adversairy.
For my low slots I like to fit a pair of alpha hull mod overdirves a powergride booster of varying types (for the above config I put in one that boosts Powergrid by 2.5 % to fit the rails and MWD, and also boosted shield and cap regen so I don't have to wait as long to recharge between fights). I then fit a magnetic stab, and a beta naught targetting thingy boosting my turrets tracking speed and range even further so NPC firgates at sloe range arn't that scary unless they are half my falloff or something.

I'm betting it was the same person that rapidly recycles alt-accounts and does the minimum training to equip the kit and grief.
Personally, I think the devs are so sick of working on this game that you couldn't pay 'em to play it, let alone bother to harrass you.

Actually, that's just a bitfar fetched. The alt-ganksters like Detroit (/emote strokes corpse) don't ask for money, nor do they generally frequent <0.8. They sit in highways waiting for a good indie to kill.
What happened here is that one pirate tried extortion, didn't get money, and then podded. The second pirate simply podded, knowing that he wouldn't pay.
Now where did the DEVS come in? In that they made communications interfaces that allow even pirates to communicate with each other?

IMO the answer is simple, it's just a rather lame tentative (or a moral excuse) to justify killing your ship. He wanted to blow up something, and when you asked him why he didn't ransomed you, he tough "You wouldn't have paid" to justify his action.
Free advice: Don't wait to talk to him when your ship is destroyed. Just flee ASAP at the nearest station. You can talk when your pod is out of danger.
BTW, your conspiracy theory is just....hilarous
