As a general rule of thumb for p v p which is beter or more preferable DPS or volley damage? |

If you're using a missile boat, volley damage tends to be more important than dps just due to the fact that missiles take a lot longer to fire the next volley, and they have flight time which guns do not.
If you're going with guns, dps is very important, but having a high volley damage helps too.

They're both important, but for different things. High DPS is generally the preferred measurement, because it's your damage over a sustained time, which is what will matter in most relatively even fights. The only time volley damage matters is if you're relying on "alpha strike" damage to insta-pop or otherwise overwhelm an opponent at the very beginning.
Minmatar ships are often discussed in regard to alpha strike, because projectiles have a lower rate of fire and a higher damage output per shot. Over time a blaster setup might out-damage them, but in the very first opening second, the projectiles put out more damage.

whatever you need to kill your enemy before he kill you.
It depends* on the situation. A blaster boat camping a low-sec gate will probably try to get as high dps as possible but for a sniper in 0.0 fleet battle alpha its very importante.
*Almost everything in EVE depends.

I have found that as the size of the gang gets bigger, alpha/volley becomes more viable, perhaps even preferable. That is because as the gang sizes get bigger, each individual target lasts a shorter and shorter time (assuming some sort of focus fire). T
What that means is that if the target is going to die in a few seconds anyway, alpha becomes dominant because you're not going to get off more than a volley or two anyway. You see this at an extreme in big big 0.0 fleet battleship fights, but you also see it very clearly at the gang level. In big groups, the defense *is* the offense, i.e. killing the other guys as fast as possible.
There's no hard and fast rule, but my personal thought is that alpha starts to become more important as the gang gets up above 10 people or so.
(Also happens to be the reason an arty hurricane is perhaps my favorite ship ever; it's cheap, can lock very fast with sensor boosters and puts out a fearsome alpha up to around 50km.)
By contrast, if it's just you and two buddies fighting other small groups, sustainable DPS (and tank!) become more important.

Basicly don't forget in eve we have more than on type of hp and we can (should be) only tyanking one type. Thus even if a ship can heal 2000 hp a cycle it won't matter if you can deal 100% damage to the hp they are tanking and then 10% of what is below it.
in toher words... you deal 1000 damage in one volley, you tak eout 100% shields and 10% armor, they repair of itbefore your next shot, you take out the shield again in another shot and 10% more armor.
Thus with insane alpha damage it won't matter if they can tank you forever if they don't have the HP buffer to stop your alpha damage they will go down.

Having a high Alpha can also force your opponents to change some of their tactics. Sometimes it's the auxilary ships that make the real difference in gangs. If you carry enough up front boom boom to pop their support ships, you win.

A high volley damage is great if it kills your opponent outright, but useless if he has a single hitpoint left and can kill you before you get the next volley out.
A high DPS is desirable, but entirely useless if your opponent kills you in a single volley.
