I welcome the day when the rules are posted and each time someone comes to complain about being scammed/suicided/podded they can be linked to them. Noob harassment is only bad in the starter systems, anywhere else is free reign. War decs have been dealt with many times, since a war target is a valid target by default. Though I do get your point that it's still a grey area and up to interpretation. But I hope common sense can deal with it, though this is CCP we're talking about here.
