I can see some of the reasoning behind it though. can you imagine FW with bombs? the first guy to fire a bomb in a lvl 1 or 2 wins.

Last time I heard, heavy Dictors were "focus" scramming quite successfully in Hi-Sec.. But, hey, I'm the noob in these matters and just trying "PvP" like everyone keeps asking..... So punish me for trying to "Bring It"...
Focusing turns it into an infinipoint and not a blanket effect.
"As efficiently as" don't mean they work exactly in the same way.
A HIC focused scramble has infinite strength (like a Dictor bubble) and can warp disrupt capita ships (like a Dicto bubble), so it work "as efficiently as" a dictor bubble in scrambling ships even if it is a targeted effect and not a area effect, especially as it has a long range when used in focused mode. At most you can argue that he should use "almost" as efficiently.

Just to confirm
You cannot use the area of effect 'bubble scram' with a HIC in low sec. They all use the focused scrip (one target only, infinite point scram).
If you are present when they fire these - you see no bubble.
If you arrive on grid AFTER the Hic has fired one (eg you jump into a system and there is someone already being tackled, or you warp to a gate from another part of the system after someone has been tackled) you will see a warp bubble effect. Even though it isn't there. This is a bug.
Also to note is a HIC can fit multiple disruptor's and scram more then one target. This may appear to be the effect of a bubble on your gang, but it isn't.

i'd use them more. they're fun but the range of uses is rather limited, and at the price it's pretty much only carefully planned gate camp busting
i'd like to be able to use them a bit more spontanously.
