No, as when I do use it I tend to keep it open and minimized.

Perhaps. A lot of stuff I can find online for free, or studying these forums. The direct price in ISK does reflect how useful it might be, or how often I'd be using it.

When I mine with an Alt, or need to be working on other things, yes.

Depends. If I'm mining with my alt, all the time. Mainly to kill the boredom of mining. If I'm running my main, then rarely as I need to be aware of my surroundings.

2. How often do you use the IGB? I would say regularly - there's several useful IGB sites that I use regularly such as EVE-Survival and DNightmare's Exploration Site.

Yes.

Every game session to check my corp's mineral prices. We also have a calculation program that it runs on.

1 - 10 minutes depending on the info i need.
