CTRL-ALT-T is listed in the EVE, in-game shortcuts as "Toggle Combat View."
I can do that shortcut in space and I don't see ANY difference on the screen.
What does it do? How can I see what they are talking about?

If I remember correctly, it turns off turret effects.

Nope.
CTRL-ALT-SHIFT-T = "Disable turret effects," but CCP even has that listed wrongly -- because it TOGGLES turret effects on or off, not turns them off.
Pluse, even when I try that one you mentioned, I still can't see any affect of turning off the effect. IOW, what actually shows up differently???

This command will not do anything on normal player accounts.

Would you now, by chance, want to tell me what the
CTRL-ALT-SHIFT-E: Disable effects (and) CTRL-ALT-SHIFT-T: Disable turret effects
do? I get it that they are supposed to have something to do with decreasing lag, from what I can read. But, I can see no difference in anything on screen when I toggle them on or off. (They aren't really a "disable," as far as I can tell, but rather a toggle.)

I can answer this, as the difference is clear once you realise how they work.
Both these commands change the graphical effects associated with offensive modules. Disabling turret effects will stop the beams of light you see from laser turrets, and the beams of, er, plasma from blasters, etc. I believe this also turns off the animations where the turret models rotate to face their target, but I'm not sure. Disabling effects turns off the "red siphon" effect of NOS, the thin pulsing blue tubes of warp scramblers, etc. (basically anything that isn't a turret).
You are right that these are both toggles, so pressing the shortcut again while that particular type of effect is inactive will reenable it. What you may have missed is that these do not take effect retroactively - it's as if the EVE client decides whether to draw an effect or not when the module first activates, so changing the setting will not disable effects for anything that's already running. This is probably why you can't tell the difference. But if you are firing turrets or NOS etc., then disable the effect, turn off and turn back on your modules you will notice. Alternatively, disable turret effects before warping into a mission against e.g. Serpentis and it will also be clear.

I have noticed that toggling the effect will not apply immeadiately.
For example:
If I have effects enabled, and I turn on a sensor booster, I will see the effect.
If I turn off effects the sensor booster effect will continue.
If I turn off the sensor boost and turn it back on again, the effect will stop.

Any chance we could have it do something on normal player accounts? For instance, when I am zoomed out it would be great to have a small 3D arrow over my ship letting me know which direction I'm currently traveling. For that matter, having arrows over all the ships in my view with a small speed reading under the arrow would be immensely helpful in understanding the battle.
