Create a small alliance, hire every mercenary corp there is, go claim a single star, and build a space station!
Alternatively if you're feeling generous, I'd really appreciate a Hulk or a Providence. Or even just some extra cargo expander II's.

buy one of each ship, stash em all in some backwater system NOBODY ever goes to, and then announce it to the world. watch the scramble and fight over the ships. I did something similiar waaay back when, on my first account. of course this was when it was way harder to scan out ships.

there's more to PvP than battleships. Try flying some cruiser/frigate classed ships, maybe get a pimped out EW boat. Get some friends together and make a Stealth Bomber gang. Train another race, fly some other ships/fittings.

I just really want an EvE Arena but so cba to make it

Buy some Rattlesnakes, fit ******ed shield + armor buffer fits on em and fly into every gatecamp you can find.
Once you slowboat back to the Gate, annoy everyone in Local about how weak and lame their camp is.
Alternately, buy a bunch of Rattlesnakes and give em to friends and do a suicidal roam with an all rrepper Rattler gang of 10 or so.

Why not flesh out your own part of paradise in 0.0.
You can always invest in your corp bring in members, have them manufacture BPO's that you could own for all sorts of goodies, eventually make your own nyx at barely and loss even if it died.
Theres lots of ways to kill 15 Billion iskies, quickly too, skills, alts, PVP, have you gotten into some of the newer ships latly, supposidly fun to ride in. Faction fits? Have you made Eve's fastest ship of all time?
Some ideas, hope they help, likly they did'nt :P

Yoyort's got some ideas there. You've got the money, now make a name for yourself maybe! Do something outrageous and memorable. Buy Kestrels/Rifters for as many brand new noobs as you can find and invade alliances! Make the most insane solo-gank ship with the best faction fits!
Personally even if I made 15bil, I end up going back to roaming around lowsec and 0.0 with small gangs shooting whatever I see. You can't buy that sort of camaraderie.
Also can i have some

Host can flip combat tournaments. You could easily afford hiring some pilots to enforce the rules and have cash prizes for the winners. Plus you could easily make money off entry fees and maybe make profits if enough people sign up. That or negotiate with an alliance and get yourself your own pocket of 0.0 for you and your friends.

Buy and outfit a couple of hundred battlecruisers. Then find a couple of dozen trustworthy people to suicide them into 2 year old ice miners in the noob corps with interesting names like fhufhz.
Better still, create a corp for this specific purpose, accept donations, provide screen shots and entertain us with a coordinated crusade against farmers. I'd probably kick in a billion if someone launched a professional and coordinated attack on them.

Hire a ^$&# load of mercs to wardec BoB. Tell the mercs to all work together and kill of BOB, including taking down POSs and killing Titans. That is a way to prevent the feared titan fleet.
If I get a lot of money then that is what I would do.
