with a donation of just 3-4b ISK, not that much seeing your wealth. You could give 2b to each of the replies in this thread.
Why do I deserve the 3.5b? The funds would not go to my own use, but to the Faction Warfare and those who server in the Minmatar Militia. With these funds, I would secure and fit numerous Cruisers, battlecruisers, frigates and maybe a battleship or two for the militia, supplied in our base of operations in lowsec as to ease the need to head to highsec to grab the ships, allowing negative security militia members to be supplied these ships. There will be no bias.
The battleships would be T2 fitted and given to the most skilled and known FCs of the Minmatar Faction, while cruisers, frigs and battlecruisers will be given to those who need them or lost an equivalent ship in battle.
Any leftover funds would be put into pocket for funding my personal frig/cruiser/battlecruiser fleet for use in the faction warfare

I'd ask for your money, but I honestly wouldn't know what to do with it. I don't think I have anything that pressing, as all I really do is rat and mission anymore, and occasionally mine.
If your claims about your scams and billions are true, I admire it in a way...
Reading about this kind of thing is one of the factors that brought me to this game. I regret that I never got into it, or pvp, or really into alliance stuff. I feel limited in a limitless game, and the limits are self-imposed. But if I had that kind of money, I could be a bit more reckless and worry less about consequences....
At that, I recommend you do that very thing I am unable to. Go completely bat-**** insane all across EVE, blowing up everything in your path! Go down in a blazing lightshow of ISK burning glory! Kill newbs, miners, pirates, mercs, every-*******-body you see. Get concordokkened? ****it! Buy a new battleboat! Giving it away is not in you're devious nature! If you managed to scam that much, go out in style!
Just my two iskies....
Post Script: I think it's mandatory in EVE to ask for your stuff, but I dont feel like I deserve it. If the above isn't your intention, and if you do give it away, just for the hell of it, help those you've befriended and played with, and throws a few mil to a bunch of newbs in starter systems. A parting gift to those you've played with, if only a token, and those who are new will learn of a scammer's legacy.

Navy Megas are silly cheap these days. Going for as little as 400m. My benchmark for isk/LP is 1000, so they should be costing 500m. That's 20% discount folks. Bargain.

Coming from an admitted scammer, no wonder so many people suspect something.
I recall a 1930's movie called "the Millionaire" in which a tycoon randomly flipped pages in a phone book and with an eye dropper selected the people that would receive $1,000,000.00.
If you are now reformed, do the same. Fly around a bit, get in local channel, roll a dice and give the person on the local list that matches the die roll 50mil. In other words commit some RAK (random acts of kindness).
Otherwise it just appears to be yet another scam.
BTW, I do NOT want your stuff.

To further the RP immortality idea. Imagine the ingame and CCP news coverage were you to suddenly announce how disgusted you are with your race's involvement in a war you cannot morally support. The shame you feel, etc, etc.
So you donate your legacy to the Minmatar war effort, taking a stance.
I think that would get a lot of attention. And if you need someone involved from the Minmatar end, consider me.
