With the recent introduction of Player Controlled Customs Offices, it seems now may be the time to consider improvements to the way Customs Office owners are able to run their structures. My primary objective is to increase a system holderGÇÖs freedom in the administration of their system.
What I would like to see: Allow system holders to grant planetary access to any entity they specify.
Currently, and this is not the way it has always been; only the dominant sovereignty holder in a system may setup command centers in that system. This is to prevent outside forces from exploiting the planets. The negative outcome of that is that coalition alliances, any out of corp alts you might have, and friendly GÇ£light blueGÇ¥ corporations that you are sharing space with are all prevented from setting up planets in your territory. But I see an alternative.
With the introduction of Player controlled customs offices, corporations and alliances can now collect tax from planetary goods. So being able to specify additional entities that can access your planets has benefits. And of course, considering the time and isk it takes to setup a Customs Office, not the mention the general hassel of taking sov in the first place, there ought to be a way to administer your planets as you see fit.
Create the ability to specify planetary access by taking advantage of existing corp and/or alliance standings, and by adding a check box that allows the director to specify: 1) If planetary access should be based on Corp Standings or Alliance Standings and 2) The minimum required standing to setup colonies.
A system wide settings box could be easily added to the TCU since they exist in all sov space. Or perhaps on the Player Owned Customs Offices themselves, granting the ability to set access for each planet.

While I wouldn't put this at the top of any lists of needed changes or areas of the game that need work, this should definitely happen eventually. (Of course, we no longer have even a half... butted... system of controlling jump bridges with the move away from passwords, so I'm not expecting much. Any improvement is still an improvement, though!) |

I think it should work lowsec style.
If you can fly into a system, clear out the customs offices that are already there (InterBus or not), then you should be able to plop down a custom's office no matter who owns the system. Kind of like ninja setting up a POS.
This would allow blues to set up shop in your space. Also if you really want to fly into hostile space with a hauler and a structure shooting fleet then you are more than welcome to set up a PoCo there. Granted it'll get reinforced 10 minutes after you leave, but go for it bro. |

Nice idea. And it can bring more players into 0.0 and make eve more active. It benefits both the owner and the blues and make sov more sov. |

I think this is an important point.
We can currently setup POSs anywhere, while planet access is tied to sov.
Also, there may be those interested in "ninja-PI," utilizing rockets to transport their goods from the surface (if taxes are too high or they can't access the POCO).
In general, there should not be any obstacles to putting down a planetary Command Center, anywhere. The obstacle is whether or not you can access the POCO.

While I was the last one to post; I thought of another thing related to PI & Null-Sec that could be beneficial
Introduce a mechanism by which PI projects (perhaps tied to value exported) impacts the Industrial Index of a system.
Also another Industrial Array could be added which impacts PI. Lai Dai Infinity Systems |

1 Planet should be able to support multiple POCOs....
The Sov holder should not have any ability to deny people access to planets unless its by means of sheer brute force of spaceboats.
So I'm gonna go with a -1 here. |
