Eve can be run a number of different ways, however to run eve so that the generated data is in a different location to the installed directory this is about one of the best methods.
say you have installed eve to c:\eve\Current\ [I never like installing games to program files] and I use current so I can copy that to a sisi directory speedily I also have a 2nd HD that I use for temp files and stuff but this is not important I create a series of batch files and put them in the c:\eve directory i.e. rattus.bat alt1.bat alt2.bat Empire.bat lowsec.bat market.bat etc... [for as many accounts | alts | situations you want] and they are all formed like :- Set home=d:\Eve\TQ\RaTTuS Set USERPROFILE=%home% Set HOMEDRIVE=%home:~0,2% Set HOMEPATH="%home:~2%" Start "EvE" "c:\Eve\Current\Eve.exe"
[obviously changing the top line to be named as you want]
on d:\eve\TQ\Rattus I have directories called Local settings\Application data My Documents\Eve [and a few others but I think eve creates all it needs.
now I make a shortcut to the batchfile on the desktop - and run eve via that batchfile this means the settings for each named batchfile are stored in d:\eve\tq\names\application data\ccp\eve\c_eve_current_trqnquility\settings cache is in d:\eve\tq\names\application data\ccp\eve\c_eve_current_trqnquility\cache
etc. all the settings are store differently for each character - so you can setup differnt display | resolutions | audio etc for each one -- BIG Lottery, BIG Deal, InEve,

Nice use of the command line. I don't do much with batch files or command line, but does this not mess with the system environmental variables, or is it only a temporary setting for the instance of the program you execute?
