Greetings,
Please consider a following scenario (as it happen).
So here I am joining the militia for the glory of the State, that step works fine. Following that I decide to do some PvE missions for one of my agents (located in Perimeter, Caldari Navy HQ). The agent in question sends me after some pirates (Level 2) in a nearby system, one jump away... the system turns out to be a hostile space of other faction (Gallente to be exact). As soon as I come out of the jump portal I have a hostile PvP NPC navy on my backside (and it is 0.8 security system) and to save you the details here goes my Drake. Then I make a run for it in my pod through the jump gate back, luckily not meeting any player militia on the way, otherwise that would be my level 3 implants and Mu class clone retiring. And all that for wanting to do a PvE mission in center of Caldari space for apparently the most advanced and switched on navy.
What is wrong with the above picture? Few things in my opinion.
1. Who is running Caldari Navy and why do they allow strong enemy naval presence one jump point away from their naval HQ. 2. Why is the agent in question (security) sending my to kill some pirates who are attacking convoys in the enemy space? Is that not a good thing to have pirates raiding enemy convoys since we are at war with that enemy? 3. Why am I not able to review the mission before I accept it so I know it might take me into PvP space without being hit by negative standing effect (due to the whole mission acceptance/offering situation)? 4. Why are the GMs unable to help me (beyond mission cancellation) with this matter when my Drake gets one shot upon coming out of the jump point?
In short I would have thought that joining the faction war and putting my guns where my mouth is would be more fun and would actually add to a game play and not subtract from it. Now I do understand that the latest XP is new and quite frankly free, but I think the current state of the affairs where the above comments are concerned not only has a negative impact on the game play but also on the logic and design of the entire EVE storyline and great resources that are put into fiction and RP efforts.
Please take a look at this and ensure that:
1. NPC PvE agents do not sent us to hostile space for PvE missions (when we are PvP enabled) 2. Update FAQ about factional warfare straight away to warn other players that PvE NPCs are not aware that there is a war going on. 3. Consider including a warning about possible hostile PvP in PvE dialogs (warn about one shot one kill NPC navy) 4. Make EVE more realistic where boarders and battles are concerned... read David Weber :)

I feel your pain.
However, what you're asking for is actually much more deeply ingrained within EVE. It's always been the case that missions send you to random locations, which may or may not be safe. It's quite feasible to get a 100K ISK courier mission to go risk your considerably more expensive hauler in low-sec. It does however have the courtesy to warn you.
I think it's quite reasonable to request a similar warning for when you are being sent to an opposing faction's high-sec space.
Requesting that crappy missions don't send you into harms way I think is a difficult one. On the one hand I'd be all for it because it reduces the pointless cancelling of missions; on the other hand it would mean you never get sent to low-sec or enemy space.
Tough one. Given that anyone sane would probably cancel the mission if they knew the risks, I'd be leaning towards the first option. Either that or sure, send me into harms way, but reward me properly for doing so. ___ My views may not represent those of my corporation or alliance, which is why I never get invited to those diplomatic parties... |

One of the things worth considering is that the issued mission in question was not doable. Even GM admitted that. This means that the game is generating missions that cannot be completed under basic circumstances (that being a matter of belonging to militia or not). In light of such simple fact I believe something has to be done.

I can only suggest that you read the mission briefing carefully (including the "more details" bit) and check the destination system before accepting. The Militia sign-up screen explicitly states that entering enemy high-security space will result in your being attacked, and the reason that "Perimeter" is called "Perimeter" is that it's the last system on the Caldari side of the Gallente Border Zone. That's why the Naval HQ is there and why there are Gallente one jump away.
I agree that it would be ideal for the mission system to issue a warning along the lines of the "low sec warning" while issuing the mission, but the relative rarity of situations where it'd be necessary means it's not a high priority currently.

Correct me if I am wrong but would not reviewing mission details be equivalent to accepting the mission and then canceling it therefore being effected by a negative standing effect? If the chance of getting a mission in a "wrong" location is small then in principle and with pure math in mind are we, the militia not taking a standard 10% standing hit by default if every 10th mission is located in hostile space and cannot be completed?
As for the Naval HQ being on the front lines and not in well secured space behind protected jump points and wall of space defenses, well I cannot argue with your right of design as a Developer... for where it boils down to it, it is your game :) but with all due respect to that, it makes very little sense from a science fiction military doctrine point of view (as established by leading military science fiction writers) which of course does not change the fact that EVE can be different if it wants to.
Film studios have military advisers to assist them with addressing/making the reality of the said movie/product as accurate as possible (some succeed at it, others fail). So in the end, where space combat and naval doctrine is concerned, you could be remembered as Star Trek or Star Wars... or as Battlestar Gallactica or Babylon 5... the choice is yours, some like this, others like that, but I for one know which one I would prefer to be associated with and which one I think EVE deserves :).

On the placement of the HQ, it can be argued either way, but that's where it is currently. Note that the designated HQ station doesn't 100% have to be the nerve centre or what have you, it could just be an administrative convenience. I don't know for sure, I had nothing to do with the original decision
On mission details, when you ask if there's a mission available the agent will say his or her thing and then you're given three options, which are basically "yes, I'll do it", "no, I'm washing my hair", and "give me more information". This third one will show you the full briefing screen including destination, enemy type and so on with zero obligation; if you find here that it's sending you somewhere you don't like, you can say go back and use the "I bought some more shampoo specially" option with no repercussions beyond the standard "one every four hours" rule.

I was not aware of that, thank you for heads up. I pride myself on having completed every single agent mission issued to me successfully :) I never said "no" to my agent... err... where the missions were concerned that is :)
Re: HQ
As for the location of HQ, being a person with some military background I find the subject quite interesting. On that matter I would love to see some reasonable security forces in Perimeter on a display since the start of hostilities. It would be great to see a group of State Titans with appropriate small support fleet (all NPCs) holding in space some distance away from Naval HQ. This would drive the message of coming war into the minds of those flying by and I think it would enhance the immersion into the story line.

Actually, yes. Although perhaps just a few NPC Chimeras at first to drive the message home? Or fleets of Ravens? Something not quite so extreme? :-)
