I want a combination of speed and dmg, but I'm way too new in the game to know what goes where efficiently.
The problem i'm having as of now is I run out of power ("Capacitor is empty" god damned woman) like 5 seconds into combat.. I would greatly appreciate some help here, from high to low slots.
Price of the items fitted is generally not a problem, although I only have my skills trained to lvl 3 for the most part, so it has to be kept farily simple techwise.

PS. please try to avoid shorts for items when and if you post, I don't really know all the lingo and techspeak of EVE yet, so.. as simple as possible would be best! Thanks again sweeties. DS.

It depends entirely on what you want to do with it mate. Mission running or PVP? It may also help if you post the setup you are currently using.

Cuurently, I am flying a Rifter setup as follows:
High- 3x 125mm Compressed Coil R/G
Med- 2x small sheild extender 1's 1x Cold arcjet
Low- 50mm Titanium plates Damage control Module 1
* actually during down time I am unable to remember what I've currently got in low spots, as I have switched them out depending on what Ive been doing.
this fit seems to work well for ratting (speed) and low level missioning.

Dont mix armor tanking and shield tanking. Do one or the other, not both.

3 autocannons in the highs mids - mwd, scram(pvp) web(pve), medium shield extender if you can fit it lows - overdrives. lose the plate, its never good to shield and armor tank at the same time
just my opinion of course

MWD/Jammer/X-5 Webber
Damage Control/400mm Rolled Tunsten Plate/MAPC (Micro Auxilliary Power Core)
The MAPC gives you more grid so u can fit the 400mm plate. This fit has served me well... --------- If the Thorax was a car it would look like this |

for pvp(1on1 againts a cruiser)
Highs:
2x T2 150 mm ACs 1x smart bomb 1x T2 nos
Mids:
1x AB T2 or MWD T2 1x webber T2 or warp scrampler T2 1x target disrupter T2
Lows:
1x 200mm RT plate 1x small armor repair T2 1x gyro T2

- hi - 3 x 150mm Autocannons (use short-range ammo!), rocket launcher
- mid - 1mn Afterburner Medium Shield extender Stasis web
- low - As many power diagnostics as you need to fit the above For the other lows, take your pick from gyros, nanofibers, overdrives, damage control

Thanks guys. Currently running a shieldtank setup with 3x 250mm artillery scouts and it's working fine for now. Will definately get in to the pvp fittings later on.

The rifter is a very versatile frigate, a jack of all trades if you will. It can be fitted to fullfill several roles:
Tackler -Flown and fitted like an Interceptor, a PvP-only fit, used for quickly catching and warp scramming PvP targets before they can warp away.
Perhaps skill intensive for a new player, needs the skills Navigation, Acceleration Control, Evasive Manouvring and High Speed Manouvring to level 3-4 to be effective.
[simple Tackler Loadout] Highs: Standard Missile Launcher I - (Won't have PG for any more) Mids: 1MN Microwarpdrive, Warp Disruptor I, Capacitor Booster I(with cap booster 100 charges) Lows: 2xOverdrive Injectors I, Nanofibre Internal Structure
150mm AC 'Assult' Rifter A high DPS, armor tanking rifter setup for use in PvP/PvE. Close range AC fitted rifter that will tear apart most other frigates, be they mission or player controlled. Small Armor repairer + Small Nosferatu provides a cap stable tank and gives you good survivability. Use Afterburner for missioning, and MWD(Microwarpdrive) for PvP.
[Close range DPS Loadout] Highs: 3x150mm Autocannon I, 1xSmall Nosferatu Mids: 1x 1MN Afterburner I/1MN Microwarpdrive I, Stasis Webifier, Shield Extender/Cap Booster. Lows: Small Armor Repairer I, Damage Control I, 200mm Reinforced Rolled Tungsten Plate.
These are two of many effective loadouts for the Rifter. Try out the above, and if you don't like them, create your own! Heed some of my more general advice for fitting ships in the future:
Don't mix your guns! Make sure all your guns have *exactly* the same name, as ones with different names may have different optimal ranges.
Don't mix your tanks! If you're going to speedtank, fit speedtank mods. If you're going to armor tank, fit armor tank mods. If you're going to shield tank, fit shield tanking mods. Do not try to do two at once, as they tend to counter each other!
Download EFT (EVE Fitting Tool) and EVEmon. These two programs should come packaged with the client, or at least be recomended in the newb tutorial. EFT lets you import your characters skills, and test out various fittings at no cost to you. EVEmon lets you create skillplans that helps you specialise in a field.
For more ideas check Battleclinic.com's loadouts forum. I had lots of fun in my rifters, and really experimented with their fittings till I found a few I like.

I recently filled a cargo can with BPOs of every module I could think of wanting to put on a Rifter, named it "Joe's Rifter Kit" and took it out to my base in 0.0, so I could manufacture Rifters for joining gangs or scouting or whatever.
As I bought the BPOs, I kept thinking of more stuff, more and more not-so-crazy ideas about things I could put on a Rifter. In the end I had like 20M isk worth of BPOs in that cargo can. Everything from autocannons to energy vampires, tracking links to target painters, armor plates to shield extenders. It's an amazingly versatile little ship.
OP: don't put hybrid weapons on a ship that has bonuses for projectiles, ok?
PS: train up to be able to use a micro auxiliary power core, the best frigate module in the game. with one of those beasties on there you can fit a 400mm plate or some similarly powerful shield tank.
