If you trained in a very narrow way so that you can only do one thing (albeit really well), and it isn't useful for what you're trying to do, then yes, you have to train up for other things that are more suitable for the task at hand.
For example: I've been playing for a year and a half. I can fly every single tech 1 ship smaller than a battleship, Caldari battleships, all Gallente and Minmatar tech 2 frigates, Gallente and Minmatar interdictors, Gallente Heavy Assaults and Recons, and soon to be in Minmatar tech 2 cruisers and then trained up for heavy interdictors. And I have passable skills in shield, armor, missiles, guns, drones, navigation, all forms of EWar, etc. ...
Come on, you used blackbirds as an example. It takes little time to train up to be good in a blackbird.

The predominant characteristic of this thread is how all the trolls and flamers conveniently ignore the indefensible.
i.e. Caldari could train to fly Blackbirds till the cows come home and that gang in tama gonna still be there ganking pvp noobs.
Why?
Well to kill a nano ship first ya gotta lock it down. Blackbirds are there to protect the ships doing the locking down by jamming the nanosnipers
So who's gonna do the locking down?
