All of those items are available in the market. Another option you can use is to place a buy order for them or a contract. As you say you are new to the game, I'll just say do the tutorial and not flame you further.

So I take it these forums are for finding things -not- on the market.
I've done some searches for these books and some of them are about 4.5K a peice. Does the market search the entire galaxy, or is there a limit on how many jumps away it will search to? Essentially, I'm just wondering if I can get a better deal then 4.5 mil on some of these skill books.

Every once in a while, someone will buy more than he/she needs by accident, or will acquire some books as loot from someone he/she has killed. That person will most likely put those books on the market at a discounted price. However, you should not bank on such an event. If faced with a choice between training the skill right now (if you are able to) or waiting and hoping you will save some cash, do not go with the latter. Otherwise, put up buy orders, keep an eye on the market, and hope for the best if the skill is one of your long term goals.
Remember, these are NPC items, and players have no hand in their production. Any player-made item or NPC item that is not seeded on the market is fair game in this section of the forums.
Finally, the most distance a buy order can cover is the region it is in, and you need to be docked while making one. There are trade skills that increase various order ranges when you are not docked, but they are rather advanced.

The market is selectable as to the range it search from station to region. There are also out of game tools like evecentral that collect data and have it available to search. While you may find a better deal on the books - if they are in low security space - use you map and check for destroyed ships before you buy. There is nothing worse than paying a large chunk of your funds only to find the system that the item is in is camped.
