I'm planning to train only leadership skills on this new char, I'm wondering which stats will be better out of:
11 charisma, 10 willpower 13 charisma, 8 willpower 11 charisma, 12 willpower

Get one of the last two options. I'd actually get the middle one since it leaves more attribute points for your others attributes (you say you're not gonna train anything else, but surely you'll train a few other things, if only some learning skills?)

I'd learn twoard more willpower, less charisma. But most importantly perception which you didn't mention.
The level 5 skills you might want:
Two Leadership Fields:(change to whatever you want, but I kinda doubt you'd do 3 separate areas)
Armored Warfare (2) CHA/WIL Armored Warfare Spec (5) CHA/WIL Siege Warfare (2) CHA/WIL Siege Warfare (5) CHA/WIL
Command Ship: Command Ships(8) PER/WIL Cruiser(5) PER/WIL Battlecruiser(6) PER/WIL Spaceship Cmd (1) PER/WIL Signature Analysis (1) INT/MEM Long range Targeting (2) INT/MEM Cybernetics(3) INT/MEM (you do want the mindlink for whatever leadership ability, right?)
Summary of "5" Skills: 20 Ranks in PER/WIL 14 Ranks in CHA/WIL 6 Ranks in INT/MEM
So make sure you have good perception, and since WIL is secondary in 34 ranks and charisma is primary in 14 I'd really go with willpower instead. There are of course skills you'll need at 4 but since 84%(or so) of training is from level4->5 I focused on the 5's.
A rank 2 skill takes exactly twice as long to train as a Rank 1 skill.

He specified "only leadership skills" - now there may be some debate on whether or not that's smart, but it does NOT require perception in any way, shape, or form. He even listed 3 options to choose from, so he obviously put some thought in it, but you just ignore all that and decide for him that he wants something else and give advice based on that?

A leadership specialist will be vastly more useful in a fleet command ship than in a Battlecruiser. I recommend the Claymore, for various reasons, unless you're going for pure mining support in which case a Vulture is the way to go. Add Commandships 4 and Minmatar cruiser 5 to your EvEmon skill plan and see how it looks - I think you'll find that Perception and Intelligence are too important to gimp even in a leadership alt.

If he's just planning to max out leadership skills and never actually use them, then you're quite correct and he should max out charisma, then get willpower as high as possible. But just on the wild off-chance that he actually intends to employ them in game, I structured my advice accordingly.
Also to the OP: Don't forget that you'll need Cybernetics V for the Mindlinks
