I'm thinking some heavy neuts, standard mids, lightish armor tank with speed mods. But the real question IMO is missiles or guns? BS sized ACs with Barrage or other suitable ammo? Or Cruise launchers? Another interesting note is web drones, or neut drones vs. DPS drones.
Suggestions?

I'd probably go with neuts, neut drones, and missiles. Personally.

That's kind of what I was thinking... with 4x cruise launchers you can tailor your damage type, and do more average DPS.

was thinking of a anti nano fit for phoon myself...
i was thinking
web drones and autos...
reason nuet drones loose cap also.. multiple target may drain there cap leaving them capicated..(not teested) also with nuets the aim is to stop mwd, then you will be able to hit... torps wouldnt do full damage as mwd is off..
using web drones never run out.. sig of nano is big so autos would do full damage
only draw back is you would need web drone rigs to slow them enough..(cpu increase is a b*t*h) would need co-pro to fit techII pew pews
just a though, would be nice to find a decent fit..

They do have 12.5km range and go 2500 m/s so maybe if you use 2 heavy neuts to zap there cap the drones will have time to get in and cancel the targets cap recharge while waiting for your heavy neuts to cycle (24 secs is an age), but neut drones wouldn't do anything vs cap booster nano ship (only ishtar?).
Web drones cos they're stacking nerfed are pointless using more than 3 of and they're pretty slow at 1875 m/s.
Large ac's on a Typhoon are pretty poor, with barrage its about 50 DPS per turret. Cruise launchers with CN ammo are also about 50 per launcher. I'd expect the cruise launchers to do more damage, especially since you can pick damage type better, like using kin vs minny or therm/em vs amarr/gal. I'd say it depends more on skills to which weapon you pick. I'd use cruise as any missiles they the nano ship is outspeeding when you double neut them are likely to still be able to hit for damage where turrets won't do much till transversal and range is down.
Personally i'd mix neut and web drones, 2 + 3 or 3 + 2 then once i'm in web range i'd pull them and deploy 5 medium damage drones (valks).
Ship setup I am thinking you could be creative with the rigs as tank rigs reduce speed, speed rigs reduce tank and damage rigs won't help much with split weapon system... so i'm thinking (if they're not bugged anymore) Drone Speed rigs. They will up the speed of Neut drones to near 3.2km/s and Web drones to 2.3km/s. Cpu is a problem doing this but as you said you were thinking of a couple of speed mods in the lows you can save CPU there.

Even with Drones Rigging 4 you would need a CPU implant, so could use arb launchers or just save some CPU elsewhere by using a different rig. Doing that anyway would be useful so can fit T2 WD and Web for more range and better speed reduction if you do grab them.
Used OD+Istab instead of nano's so didn't reduce HP and since I am a big DC fan its a oxymoron using nanos to reduce structure HP and DC to increase structure effectiveness.
Completely theoretical and a big assumption that drone rigs arn't still broken. -

I have flown such a ship (not the one posted by marn)
Works well. Kills intys dead. Kills nano-hacs dead as well as crushes recons. Although the tank is really weak so it is best at killing solo nano-pilots.
Use 2 unstable heavy neuts, 4x cruise launchers and then 2x 425mm II autos or whatever fits. Cruise are much, much better than guns in this situation. Definetly use DPS drones. --
